03-19-1986 Workshop Meeting e e CIry OF CLERMONT MINUTES WORKSHOP MEETING March '19, 1986 A Workshop Meeting of the City Council of the City of Clermont was held on Wednesday, March 19, 1986, in the City Hall Conference Room. The meeting was called to order at 7:00 p.m. by Mayor Pool with the following Council Members in attendance: Council Member Huff, Council Member Cole, Council Member Dupee and Council Member Turville. City Manager Saunders and Public Works Director Smythe were also present. RECLAIMITE PROJECT City Manager Saunders explained that Reclaimite is an asphalt rejuventor which will prolong the life of existing asphalt streets. Public Works Director Smythe explained that last year test patches were applied to selected City streets with convincing results. It was further explained that, in light of the results of the tests, the City would like to begin a Reclaimite project with one-fifth of the streets completed this year. This would be an on-going project resulting in all streets being treated every five years. It was the consensus of Council to place this item on the agenda of the April 8, 1986 Council Meeting. JAYCEE BEACH PAVILION City Manager Saunders explained that for several months the City had been trying to obtain the permits necessary to alleviate the erosion problem at the Jaycee Beach Pavilion. The Department of Environmental Regulation has granted its permit, but the Department of Natural Resources will not grant a permit for the work. However, they have explained what the City can do without a permit which is much less than what is needed to insure that the foundation of the pavilion is not undermined. Mr. Saunders further explained that he had discussed the problem with Public Works Director Smythe and City Engineer Springstead, and it was determined that the alternative is to build a seawall at or above the mean high water mark which would not require per- mitting by the DER or DNR. It was the consensus of Council to place this matter on the agenda of a future Council Meeting. PROPERTY ADJACENT TO THE YMCA BUILDING City Manager Saunders stated that property containing an old house located adjacent to and west of the YMCA building was for sale. About one year ago the City had made an offer to purchase property behind this house which was adjacent to Jenkins Auditorium and behind the YMCA building, but could not reach an agreement as to a price. At the time, the thought was that the City might need the property for future expansion of the auditorium or other City facilities. After some discussion, it was the consensus of Council that City Manager Saunders look further into the purchase of both parcels of property. OUTSIDE DISPLAY FOR RETAIL SALES City Manager Saunders next addressed the problem of outside display for retail sales. As discussed during a previous Workshop, City Manager Saunders reported that he was working on a new ordinance covering this matter. City Attorney Baird had explained that if the City was going to exclude certain e e CITY OF CLERMONT MINUTES WORKSHOP MEETING March 19, 1986 Page -2- areas from having outside displays of merchandise, it would have to be done by zoning districts. City Manager Saunders suggested that it be allowed in the CBD and C-2 districts. After much discussion, it was pointed out that historically, some other types of businesses had always conducted outside displays, such as gas and service stations. It was suggested that possibly some sort of limited incidental display should be allowed in other zoning districts. City Manager Saunders stated that he would work on writing the ordinance from that point of view. AMENDMENTS TO THE COMPREHENSIVE PLAN City Manager Saunders stated that the final hearing for the twelve proposed amendments to the Comprehensive Plan was on the agenda for the next Council Meeting. Each of the proposed amendments was discussed in detail, with City Manager Saunders pointing out the overall effect each amendment would have on the particular areas of the City involved.
