CITY OF CLERMONT
MINUTES
REGULAR COUNCIL MEETING
November 27, 1984
The Regular Meeting of the City Council of the City of Clermont
was held on Tuesday, November 27, 1984. The Meeting was called
to order at 6:45 p.m. by Mayor Beals with the following Council
Members in attendance: Mayor Pro Tem Pool, Council Member Henry,
Council Member Turville, Council Member Cole, and Council Member
Elect Huff. Other City Officials present were City Manager Forbes,
City Attorney Baird, and Finance Director Saunders.
MINUTES
The Minutes of the Regular Meeting held November 13, 1984 and the
Workshop Meeting held November 20, 1984 were approved as presented.
INVOCATION
The Invocation was offered by Bob Hanford, followed by the repeating of
the Pledge of Allegiance to the Flag by all present.
OATH OF OFFICE
The Mayor explained that as approved by Council during the last Meeting,
due to his election to the School Board, he would administer the Oath of
Office to Robert A. Pool Mayor - Group II and Richard L. Huff Council
Member - Group I early to assure that a quorum was present for this
Council Meeting.
City Attorney Baird explained that as required by the City Charter,
the Oath of Office would be administered to the three newly
elected Council Members during the first meeting in December.
84-199 A MOTION WAS MADE BY COUNCIL MEMBER TURVILLE, SECONDED BY COUNCIL
MEMBER COLE AND UNANIMOUSLY CARRIED TO APPOINT RICHARD L. HUFF TO
COUNCIL SEAT GROUP I AND ROBERT A. POOL TO COUNCIL SEAT GROUP III,
MAYOR.
Mayor Beals then administered the Oath of Office and turned the
gavel over to Mayor Pool who proceeded to conduct the meeting.
REPORTS
CITY MANAGER'S REPORT
BAND BOOSTERS' BROAD JUMP RAMP
City Manager Forbes reported that if there were no Council objections,
the City would assist the High School Band Boosters with building a
a broad jump ramp at the High School Track. There were no objections
to the request.
FINANCE DIRECTOR'S REPORT
GROUP INSURANCE PARTICIPATION BY RETIRED EMPLOYEES
Finance Director Saunders reported that a new State Law was passed last
year which allows retirees to participate in the City's Group Health
Insurance Plan with costs paid in total by the retirees. A proposed
letter to be sent to all retirees was given each Council Member and per-
mission requested to send the letter.
84-200 After a brief discussion, A MOTION WAS MADE BY COUNCIL MEMBER TURVILLE,
SECONDED BY COUNCIL MEMBER HENRY AND UNANIMOUSLY CARRIED DIRECTING
FINANCE DIRECTOR SAUNDERS TO SEND THE LETTER INFORMING THE RETIREES
OF THEIR ELIGIBILITY TO PARTICIPATE IN THE CITY'S GROUP HEALTH INSURANCE
PLAN WITH THE COSTS BEING PAID BY THE RETIREES.

1983 DODGE PATROL CAR
City Manager Forbes reported, as agreed by the Council during the
previous meeting, the City put out for bids the damaged 1983 Dodge
Patrol Car and put the money in the General Fund toward the purchase
of another vehicle. One bid from Bill's Auto Parts in the amount
of $387.50 was received for the car.
84-201After much discussion, A MOTION WAS MADE BY COUNCIL MEMBER HENRY,
SECONDED BY COUNCIL MEMBER HUFF AND UNANIMOUSLY CARRIED TO ACCEPT
THE BID OF $387.50 FROM BILL'S AUTO PARTS FOR THE 1983 DODGE PATROL
CAR.
CLERMONT URBAN AREA
City Manager Forbes reported that he would like to send a letter
dated November 15, 1984 to the County requesting that they assist the
City with an "Urban Area" Land Use Map as discussed in the draft copy
of the Comprehensive Plan. This map would allow the City to plan for
growth in areas not presently in the City Limits, but which might be
annexed within the next twenty years. The proposed letter and map were
given each Council Member.
Mayor Pool stated that he felt this map would be important for planning
for future growth areas.
Council Member Huff stated that he felt the preparation of the map would
be a good beginning, and that areas west of the City should also be con-
sidered. For example, the sand mine may no longer be used in twenty years
and should possibly be included in the urban area.
It was discussed that the "Urban Area" Map should be reviewed every five
years with the Comprehensive Plan, and this would give the City flexibility
needed for future changes.
84-202After a brief discussion, A MOTION WAS MADE BY COUNCIL MEMBER TURVILLE,
SECONDED BY COUNCIL MEMBER COLE AND UNANIMOUSLY CARRIED DIRECTING CITY
MANAGER FORBES TO SEND THE LETTER DATE NOVEMBER 15, 1984, TO THE COUNTY
REQUESTING ASSISTANCE IN PREPARING AN "URBAN AREA" LAND USE MAP.
There being no further business, the meeting adjourned at 7:15.
