WORKSHOP MEETING
November 20, 1984
A Workshop Meeting of the City Council of the City of Clermont was
held Tuesday, November 20, 1984 at 7:30 p.m. in the City Hall Con-
ference Room. The Meeting was called to order by Mayor Pro Tem
Bob Pool with the following Council Members in attendance: Council
Member Cole, and Council Member Turville. Council Member Henry was
absent due to illness. Other City Officials present were City Manager
Forbes and City Attorney Baird. Also present were the City's Appraisers
John Rocker and Paul Roper.
PROPERTY PURCHASE FOR EXPANSION OF WASTE TREATMENT PLANT
The Council discussed different options on purchasing additional
property for the expansion of the waste treatment plant. The Council
discussed in detail the property owned by Chuck Sunderman, located
west of the present sprayfield site. Paul Roper and John Rocker both
explained their appraisals of this property and gave their opinions
of its value.
There was much discussion of these appraisals and of the possible
counter offer to be made to Mr. Sunderman. Persons present also
discussed the possibility of purchasing property south of the present
sprayfield site instead of going to the east. It was the consensus
of the Council that the 'City Attorney should investigate purchasing
property south of the present sprayfield site, and report his findings
to the Council before taking any action on the property to the west.
This land may be more expensive, but the City could purchase less land.
PUBLIC EMPLOYEES RELATION COMMISSION
The City Attorney and the City Manager discussed in detail documenta-
tion received from the State of Florida Public Employees Relation Com-
mission regarding a Representation - Certification Petition filed on
November 9, 1984, regarding the Police Benevolent Association of Orange
County, Florida, wishing to represent the City's Police Department. It
was discussed that this matter only concerned Police Officers, and that
the present bargaining unit did not include the Chief or Sargent. There
was much discussion on whether the Corporal also should be excluded from
the bargaining unit.
The City Attorney explained that the employees had a right to join this
Union and that it was important that no Councilor Staff Member try to
threaten, intimidate or ask an officer if he will join the Union, or
make any promises in regard to this matter. After much discussion, it
was the consensus of the Council not to file an appeal and to obtain
information on the pros and cons of having the City's Police Department
unionized.
LIFT STATION #21
The City Manager explained the problems the City was having with Lift
Station #21 located on Pitt Street. This is an Allis Chalmers Can
Station and last weekend both motors went out. It was further explained
that City employees had done a good job setting up a trash pump on the
wet tap which pumps the sewage to the next lift station. Mr. Forbes
stated that the Council had made a wise decision by allowing the City to
purchase a new trash pump and install wet taps, and without this equip-
ment the City would not have been able to keep the sewage moving while
the pumps at the lift station were down.
Mr. Forbes continued by explaining that the City has many problems with
the dry well lift stations, and that the six dry well stations within
the City Limits take up approximately 50% of the total maintenance time

spent on all twenty-four lift stations in Clermont. The City has had
problems with Lift Station #21 for many years, and it appears that for
many reasons the station can no longer keep up with the amount of ef-
fluent it is receiving. The City Manager strongly recommended that he
be allowed to contact the City Engineer and have him draw up plans and
specifications and bid out the rebuilding of this lift station and chang-
ing it into a wet well. The City Council had no objections to this recom-
mendation. After the bids are received, the project would be brought before
Council for a final determination.
MUTUAL FIRE PROTECTION AGREEMENT
The City Manager pointed out that while the Council had approved
the Mutual Fire Protection, a date for the terms of the agreement
had not been set. After much discussion, it was the consensus of
Council that the terms of the agreement should be for three years
beginning October 1, 1984. It was also discussed that the City
was reviewing the possibility of extending fire protection into
areas outside the City Limits.
