The following were present: Mayor Turville, Council Members Renick, Mullins,
Goodgame and Hogan. Other officials present were: City Manager Saunders, City
Attorney Mantzaris, Assistant City Manager Gray and City Clerk Ackroyd.
Fire Department
City Manager Saunders proposed the site for Fire Station No. 4 to be located on S.R. 50
next to the Hampton Inn. The property is owned by the hospital. The property appraisal
is $435,000 for 1 acre. The hospital is willing to discount by $100,000 and discount the
cost of the road to be built as well as provide a temporary site while under construction.
The cost of the road is approximately $300,000. The City will pay approximately
$185,000 and half of the road cost. The design and permitting will take 6 months and
construction will be approximately 6 months.
Mr. Saunders reported on the leasing of a modular unit for the living quarters of the
temporary station. The cost to lease the modular unit is $12,000 annually. Also, staff
found a temporary cover at an approximate cost of $15,000. Mr. Saunders advised the
Fire Department will have to hire additional personnel for the new station as a budget
amendment request.
• Council and staff discussed tuition assistance or a recruitment program for hiring
firefighters with a paramedic certification. Mayor Turville asked staff to check with the
junior college if they would consider offering an educational program. Mr. Saunders
noted he would talk to the Lake Sumter Advisory Board. He further suggested paying for
employed firefighters to go to paramedic school.
Mr. Saunders reported on confusion with the response areas as it relates to who should be
handling the calls between the City and County. The County Administration agreed to an
agreement however they have no interest in paying the City to cover the roadways. There
is a liability with serving out of the jurisdiction. The Council agreed for staff to draw up
a valid map and take a proposal to the County Commission.
Annexations
City Manager Saunders advised that Greater Hills has started petitions for annexation.
Mayor Turville voiced concern about the infrastructure not being in place such as sewer
lines. It could cost $10,000 per house to hook onto sewer. Council recommended that it
be a requirement to have sewer in order to come into the city limits.
Mr. Saunders advised on an undeveloped area approaching the City to be annexed that is
within the JPA. This property has ideas for the school board. The City could serve
• sewer. The Council is interested if they meet the school issues.
Alternative Water Supply
• City Manager Saunders advised that Council will have to decide where to send re-use to
get the best reduction of potable water use. City Engineer Tamara Richardson reviewed
options for a limited alternate water supply. Mr. Saunders suggested a regional plant.
Center Lake
Mr. Saunders advised the water is down to a good level now. City Engineer Richardson
reported on a long term solution to install a permanent pump station. It would take
approximately 2 years.
Mayor called for a lunch break at 12:00; the workshop reconvened at 1: 30pm.
Council and Staff discussed annexing right of ways and enclaves. The fruit stand next to
Kings Ridge is an enclave. Staff will identify if there are any others less than 10 acres.
JPA -Future
Council asked to schedule a joint meeting with the County Commission to discuss
modifications to the JPA.
Code Amendments
• Council Member Renick suggested an open space ordinance and addressed mobile
detailers. Council Member Goodgame discussed canopy trees on small lots. Mr.
Saunders advised there are no regulations on taxis. An ordinance will be drafted and
brought to a workshop.
Code Enforcement
City Manager Saunders asked Council to consider the Special Master in place of the
Code Enforcement Board. Staff prefers the Special Master. City Attorney Mantzaris
commented it is more efficient and cost effective for municipalities. He reviewed the
Special Master process. Council did not speak in support of the Special Master request.
City Attorney Mantzaris recommended staff have legal representation for Code
Enforcement. Currently, the Board has legal representation and staff does not. Council
is in support of legal representation for staff.
Council Member Renick suggested asking the Code Enforcement Board if they would be
interested in holding meetings during the day.
Inland Groves Purchase
City Manager Saunders provided an update on the grant and closing. There appeared to
be a consensus from the Council recommending a 40% match.
Cemetery
City Manager Saunders advised the area was recently platted for future burial. There are
approximately 2,000 spots available for sale. On average, the city is selling 150 annually.
Council spoke in favor of cemorial niches.
Televised Council Meetings
Mr. Saunders advised the Council Chambers are wired for cameras to be installed in 4
different locations. There is an expense for programming, cameras, personnel and
broadcasting. Council would like to have a price on what it would cost.
Historical Cooper Memorial Library
City Manager Saunders advised that staff has not received a proposal from Denise Pyke
to restore that building. Council recommended staff contact Denise Pyke to determine
the status of the proposal. There was a consensus from the Council to move the building
and to place on a Council agenda.
. Other
City Manager Saunders reported on placing permanent light poles at Waterfront Park for
events. Also, briefed Council of a problem with lamp post pollution. Staff is looking
into changing them out and is checking into a price.
Mr. Saunders questioned if the Council is interested in having a paperless agenda. They
discussed another option to have packets in a notebook.
City Attorney Mantzaris advised Council Members to write notes on a separate sheet of
paper at Council meetings for the City Clerk to retain for public records.
Council Member Goodgame recommended lowering speed limits near the schools.
Mr. Saunders updated the Council on the status of the Community Center.
Mr. Saunders advised the library proposal had been sent to the County.
