2007-21AMENDMENT NO. 1 TO TASK ORDER NO.1 TO PROFESSIONAL ENGINEERING SERVICES AGREEMENT DATED AUGUST 12, 2003 POTABLE WATER & WASTEWATERIRECLAIMED WATER MASTER PLANS Prepared for: City of CIermont (City) Prepared by: Boyle Engineering Corporation (Boyle) General Boyle prepared a draft of the Potable Water, Wastewater and Reclaimed Water Master Plan (Master Plan) dated March 2005. Subsequent to the issuance of the draft Master PIan, the City revised the population projections for the City limits and the Joint Planning Area (JPA). The following presents the specific tasks, which will be performed as part of this Amendment. Because of the nature of this work, certain assumptions have been made in preparing this Amendment. To the extent possible, these assumptions are stated herein and are reflected in the budget for services. If the work tasks required are different from the assumptions presented herein or if the City desires additional services, the resultant changes in scope and budget will serve as a basis for modifying Task Order No. 1 with another amendment as agreed to by both the City and Boyle. Boyle's Scope of Services for Amendment No. 1 Boyle's scope of services for Amendment No. l to Task Order No. 1 is limited to the following services. The Scope for Amendment No. 1 is organized according to the original tasks that were specified fox Task Order No. 1. Potable Water Master Plan Task Group 1-Estimate Demands Under this Task Group, population data provided by the City will be reviewed and organized. Potable water demand projections will be updated. Task Group 2-Analyze Existing System The existing system will not be re-analyzed as part of Amendment No. 1. Task Group 3-Analyze Build Out Conditions Boyle will update the hydraulic/pipeline model for build-out conditions. Build-out is defined as complete development and residential occupancy of the City's utility service are in accordance with current land use planning by the City and Lake County. At build-out, the City's utility service will reach its maximum service population. Boyle will model the build out potable water system for two conditions: a) peak hour flow and b) maximum day plus fire flow. Two (2) fire flow conditions will be modeled. City will select the fire flow locations and flow rates. One fire flow model will be prepared for each fire flow including a four (4) hour extended period simulation. Boyle Engineering Corp. Task Group 5-Evaluate Water Treatment Plants (WTPs) Boyle will update the evaluation of the City's future WTP facilities. Boyle will update the recommendations for high service pump capacity and finished water storage. capacity. Conceptual site plans will be modified if required for each WTP location. Task Group 6-Water Supply Evacuation No additional services will be provided for this Task Group under Amendment No. 1. Task Group 7-Develop Capital Improvements Ptan (CIP) Boyle will update the five (5) year capital improvements plan for water transmission and treatment facilities that was presented in the draft Master Plan report. Boyle will also update the build out capital improvements plan for water transmission and treatment facilities. Task Group 8-Prepare Master Plan Report Boyle will update the appropriate sections of the draft Master Plan Report to reflect the changes that are recommended to the Potable Water Master Plan. Boyle will review the draft report with the City and then finalize the report based on the City's comments, WastewaterlReclaimed Water Master Ptan Task Group 1-Estimate Demands Under this Task Group, the wastewater flow projections will be updated. Wastewater flows will be projected to build-out conditions. An update will be performed on the spread sheet model that was used for calculating wastewater flows within each wastewater drainage basin and for distributing the flows to proposed lift stations. Task Group 2-Analyze Existing Conditions The existing system will not be re-analyzed as part of Amendment No. 1. Task Group 3-Analyze Build Out Conditions Boyle will update the hydraulic/pipeline computer model for build aut conditions. Boyle will simulate peak hour flow and identify improvements to the City's force main system. Task Group 4-Analyze 2009 Conditions The 2009 system will not be re-analyzed as part of Amendment No. l . Page 3 of 5 Nov. 8, 20Q6 Amendment No. 1 to Task Order No. 1 Task Group 5-Reclaimed Water System Planning Boyle will update the reclaimed water demands based on the City's new population projections. The spread sheet model for estimating and distributing demands will be updated. Boyle will update the hydraulic/pipeline computer model for build out conditions and simulate peak hour flow. Boyle will update the recommended improvements to the City's reclaimed water system including pumping and storage facilities. Task Group 6-Evaluate WWTP Improvements Boyle will update the evaluation of the City's future WWTP facilities. The conceptual site plan will be modified if required for the City's East Side WWTP. Task Group 7-Develop CIP Boyle will update the five (5) year capital improvements plan for wastewater/reclaimed water transmission and treatment facilities that was presented in the draft Master PIan report. Boyle will also update the build out capital improvements plan for wastewater/reclaimed water transmission and treatment facilities. Task Group 8-Prepare Master Plan Report Boyle will update the appropriate sections of the draft Master Plan Report to reflect the changes that are recommended to the Wastewater/Reclaimed Water Master Plans. Boyle will review the draft report with the City and then finalize the report based on the City's comments. Services Not Included Services not included in this Amendment but required will be provided by the City or authorized as another amendment. City's Responsibilities The City shall be responsible for providing the following in a timely manner so Boyle can complete its work and not delay the performance of services. 1. Provide revised population projections for the City limits and the JPA along with a distribution of the population within the City limits and JPA. It is assumed that a map will be supplied that will show blocks or areas with existing and future population. 2. Promptly advise Boyle when the City becomes aware of any defect, deficiency or changed condition. 3. Provide other such services and assistance as needed to expedite and complete this Project. All information provided to Boyle by the City, and others retained by the City, shall be used without verification. However, Boyle shall use engineering knowledge and experience to identify reasonably identifiable errors. Boyce Engineering Corp. Page 4 of 5 Nov. 8, 2006 Amendment No. 1 to Task Order No. 1 Deliverables (ROYCE) Boyle will provide the following deliverables to the City: 1. Three {3) copies of the update to the master plan report in draft form. 2. Ten (10) copies of the final master plan report. Period Of Service The update to the draft master plan report will be submitted to the City within 150 days of Boyle's receipt of a notice to proceed. The schedule assumes that all requested information will be furnished by the City along with the City's notice to proceed. Otherwise, the schedule will commence when all the requested data have been received by Boyle. The final master plan reports will be submitted within 30 days of receiving the City's written comments on the draft report. It is assumed that all services under this specific authorization will be completed within 210 days of Boyle's receipt of a notice to proceed. Compensation Boyle shall be paid in accordance with Section 3 of the Agreement. A budget showing the estimated number of hours and other project fees far the tasks described within the Task Order is presented in the Project Budget. These budgeted amounts were used to determine the lump sum of $94,009 for the project. Monthly progress payments are allowed, based on Boyle's estimate of percent complete for each Task Group. Authorization This Amendment supplements Task Order No. 1 that was executed on August 12, 2003 between the City of Clermont and Boyle Engineering Corporation. Amendment No. 1 also serves as an Exhibit to the Consultant Agreement dated, August 12, 2003, between the City of Clermont and Boyle.
