("KHA" or "the Consultant") is pleased to submit this work assignment to The City of Clermont ("Client") for providing professional services as outlined on the following pages and is based on our conversations with you and the City Engineer at your office on Tuesday, November 9th. Our project understanding, scope of services, and fees are described below. PROJECT UNDERSTANDING The scope of this project will consist of the design and extension of streetscape components within 8~' street and W. Montrose Street of the business district of Clermont. It is proposed that the scope would include new streetscape along 7~' Street, West Avenue, one block of Minneola Street (see attached site location map). SCOPE OF SERVICES ~ TASK I -INVENTORY AND ANALYSIS During Task I KHA will perform the following work on the corridor, assembling ~ the following specific information: ~ A project kick off meeting will be conducted to beginning the development of any landscape and hardscape plans, KHA will review existing landscape/hardscape ~ with the Client. Discussion shall include: roadway design, desired cross-section, ~ hardscape treatments, plant materials, and irrigation for the project. In addition the following tasks will be completed: ~ " ~ A. Walk the corridor/document the following: ~ 1. Visual Data 2. Overhead Utilities 3. Limits of Project 4. Phase one overlap 5. Land Use (existing and proposed) 6. Applicable land use ordinances (landscaping, wetlands, and buffers). 7. Utilities (underground). ~ B. Develop a comprehensive site analysis of the corridor to analyze existing stormwater systems within the project limit. ~ C. Meet with the City staff to review: ~ 1. Available plans for undeveloped parcels (parcels with development in ~ planning, site plans, zoning development plans, etc.). ~ 2. Other applicable data (parks, and/or trails with adjacency to corridor). 3. Existing vegetation (character, species, etc). We anticipate most of this data will be available from the Client. When we ~ physically walk the corridor, we encourage appropriate staff to join us. TASK II - GEOTECHNICAL SUBCONSULTANT The consultant shall obtain the services of a qualified firm for a geotechnical ~ analysis of the site. The scope of services for site geotechnical analysis shall include: A. Drill Ten (10) auger borings to a depth of 7 feet along the center line of existing roadways within the aforementioned project area. The borings will ~~ be drilled at 500 foot intervals and staggered approximately 6 feet off the ! existing roadway centerline. ^ ~ ~ Kimley-Horn ~ and Associates, Inc. Conduct a visual classification of all collected soil samples and perform laboratory classification tests building moisture and serve analysis on select soil samples. C. A summary report will be presented outlining recommendations for subgrade preparation, pavement design and underdrain requirements along with the logs of exploratory borings outlining the suitability of subsurface conditions and the seasonal high water table for the planned roadways and intersection improvements. Specifically, the report will present the following: 1. Discussion of general subsurface conditions encountered by the exploration 2. Discussion of any adverse soil conditions (such as muck, high plasticity clays, etc.) encountered during the exploration. Recommendations will also be presented for remedial actions (removal, stabilization, etc.) for any adverse conditions found. 3. Discussion of any petroleum or other hazardous contamination encountered by the borings. Identification will be by color and odor only. Locations of concern will be identified based on reconnaissance. 4. Recommended LBR for~pavement design. . 5. Recommendations for roadway pavement cross-section including subgrade preparation and compaction requirements. 6. Recommendations for additional study, if appropriate. TASK III -SURVEYOR SUBCONSULTANT KHA will obtain the services of a qualified firm for surveying of the site. The scope of services for surveying shall include: A. Topographic Survey of Minneola Street between 7~' Street and West Avenue including 50 feet of 8th Street. B. Tree Survey of Minneola Street between 7"' Street and West Avenue including 50 feet of 8"' Street. C. Cross-sections of Minneola Street between 7`'' Street and West Avenue including 50 feet of 8~' Street. D. Overhead utility lines and other above grade utilities within the project limit of Minneola Street between 7`~ Street and West Avenue including 50 feet of ~ 8~' Street. / • 1 1 ~ ^ Kimley-Horn ~ and Associates, Inc. Mr. Wayne Saunders, October 4, 2005, Page 4 ~• ~ TASK IV -CONSTRUCTION DOCUMENTS KHA will prepare the construction document plan sheets, notes and details to include the following: Tabulation of Quantities sheet(s), Demolition Plans, Roadway cross-sections, Roadway profiles, Landscape and Hazdscape Plans sheet, Irrigation Plan and Detail sheet(s), and Landscape Detail sheet(s). KHA will also review and report on drainage issues within the 8~' street portion of phase one streetscape. Within that report solutions to drainage problems will be presented and included in phase two construction documents for implementation. All landscape plans shall include existing and utility locations, existing sign locations and associated viewing zone(s), roadway signs and associated viewing angles, and clear zone/horizontal clearance delineations. All plans shall be prepazed in accordance with Client program requirements as outlined in phase one streetscape. !~ Landscape concepts and plans will be developed with the idea of connectivity of ~ the neighborhoods in the vicinity of the project. Landscape design will be . coordinated with roadway geometry, pedestrian and street level lighting and traffic operations and designs such that a context sensitive design is achieved for the overall project, fitting the proposed improvements into the community in a ~ manner that is not intrusive and in keeping with the goals established in phase ~ ~ one. Prior to beginning the development of any landscape and hardscape plans, KHA will review existing landscape/hardscape with the Client. Discussion shall include the expected types of Roadway design and desired cross-section, hardscape treatments, plant materials, and irrigation for the project. In addition, it is the responsibility of KHA will prepare the drawings consistent with applicable local and State ordinances or requirements governing the placement of plant material in rights of way. All landscape plans will be coordinated with including roadway, utility, signing and street lighting. The construction documents will include the following components: • Demolition Plans • Roadway Design and profiles as applicable • Landscape plans and details. • Handscape plans and details. • Irrigation plans and details. • Street light layout, photometric studies and fixture specification for landscape lighting (Electrical engineering by others). • Selection, layout and detailing site furnishings. ~~ 1 ~ ^ Kimley-Horn ~ and Associates, Inc. Mr. Wayne Saunders, October 4, 2005, Page S Construction Document services shall also include: • Preparation of working drawings necessary to construct those items enumerated in Tasks 1. • Calculations necessary to establish and define size, shape, dimensions and capacity of the design elements. • Preparation of specifications that describe materials, systems, equipment, workmanship, quality and performance criteria, required for the construction of the design elements. • Coordination with City staff. • Review of the exterior lighting plan prepared by others for coordination with the landscape plan and proposed landscape lighting and photometric studies. • Inclusion of Client comments at 50% and 90% Client review. Deliverables: • 50% and 100% Construction Plans for submittal to the Client. • Final opinion of probable construction cost (OPC). TASK V -MEETINGS KHA will attend up to six (6) meetings during Tasks 1 and 4. These could include the design team, Client, City Staff, or other meetings as directed by the Client. ADDITIONAL SERVICES Any services not specifically provided for in the above scope, as well as any changes in the Client requests, will be considered additional services and will be performed at our then current hourly rates. Additional services we can provide include, but are not limited to, the following: 1. Traffic and/or transportation engineering. 2. Environmental permittingJengineering. 3. Meetings, presentations or coordination in addition to those described in Tasks 1 through 4. 4. Preparation ofCSI-format technical specifications. 5. Redesign required as a result of substantial program and budget changes after the site plan permit submittal. 6. Permit expedition. 7. INFORMATION PROVIDED BY CLIENT The following information shall be provided by the Client. We shall be entitled to rely on the completeness and accuracy of all information provided by the Client. • Base design data generated during phase one streetscape • Underground utility survey data. • Permit application fees and plan review fees. FEE AND BILLING KHA will perform the services described in the Scope of Services for a lump sum labor fee of $156,796. All permitting, application, and similar project fees will be paid directly by the Client.
