WORKSHOP MEETING
December 16, 1985
A Workshop Meeting of the City Council of the City of Clermont
was held on Monday, December 16, 1985, in the City Hall Conference
Room. The meeting was called to order by Mayor Pool at 7:00 p.m.
with the following Council Members in attendance: Richard Huff,
Hal Turville, Ann Dupee and Lester Cole. City Manager Saunders
also was present.
LAKESHORE DRIVE STREET REPAIR PROJECT
City Manager Saunders explained that City Engineer, John Springstead,
proposes to do a preliminary study and cost analysis for a street
repair project for Lakeshore Drive between Fourth Street and Johnson
Drive. The approximate cost of the analysis will be $2,000 - $3,000.
The City Manager stated that he would authorize the analysis, if there
were no Council objections.
WEST BEACH SOIL SAMPLES
It was reported that the results of the soil samples taken at West
Beach were received and were negative. Plans for the construction
of the pier will be started immediately. The City Manager stated
that he would like to make an offer for the lot adjacent to West
Beach that has been offered for sale to the City. The asking price
is $7,500, but he stated that he would offer $3,000 for the lot,
contingent upon final Council approval.
INDUSTRIAL WASTE SERVICES
It was reported that Industrial Waste Services, Inc. has requested
to be franchised in the City for dumpster collection service. After
much discussion, Mr. Saunders stated that he would place the request
on the agenda for the next meeting.
TRUST FOR PUBLIC LAND
City Manager Saunders reported that the Trust for Public Land had
contacted him and advised that their negotiations with the Seaboard
System Railroad were failing, and that the City should enter into
direct negotiations. Mr. Saunders stated that he would contact the
railroad and ask for the sale price of the Clermont segment.
COMPREHENSIVE PLAN AMENDMENTS
The City Manager then explained the requests that had been received
for amendments to the Comprehensive Plan, which are Items 1 - 9 listed
below. Items 10 - 12 are staff recommendations for amendments.
1. Change the following described property from area desig-
nated ERD-l to area designated ERD-2:
Lots 5, 6, 7, 8 and 9 Winona Bay Subdivision
2. Change allowable density in area designated ERD-7 from
8 units per acre to 12 units per acre
3. Change the following described property from area desig-
nated ERD-7 to area designated NED-3:
Lots 1, 2, 3, 4, 7, 8, 9, 10, 11, 12, and 13
Block 7, City Blocks
4. Change the following described property from area desig-
nated NED-5 to area designated EBD-2: ,
Lots 11, 12 and W 1/2 of Lot 10 Fairview Place

5. Include the following described property in Permitted
Land Uses, Item #3, for area designated ERD-2 which
allows Professional Offices ~n limited areas: '
Lots 19, 20, and 21 of Block 7 Sunnyside Unit
6. Change allowable density on areas designated ERD-2 from
8 units per acre to 12 units per acre
7. Include the following described property in Permitted
Land Uses, Item #3, for area designated ERD-2 which allows
Professional Offices in limited areas:
Lots 8, 9, Block 88 City Blocks
8. Change that R-lA property located north of Highway 50,
east of Highway 27 in area designated UD-2 from UD-2 to
area designated UD-5, and change Permitted Land Uses under
UD-5, Item #4, to read:
"Property designated UD-5 located north of
Highway 50, and east of Grand Highway should
be allowed high density, single or multi-family
development not to exceed 12' units per acre".
9. Change the following described property to SHD-l
(Specialized Housing District) with permitted use
being multi-family, non'-profit housing for elderly
and handicapped with density not to exceed 12 units
per acre:
All of Block 5 and Lots 1, 2, 3, 4, 7, 8,
9 and 10 of Block 8, plus the East 200 feet
of the closed right-o~-way of Broome Street
and the South 1/2 of the East 300 feet of
the closed right-of-way of Juniata Street,
Woodlawn Subdivision
10. Include in Permitted Land Uses for areas designated
NED-4 the following uses:
Multi-family attached residences
Existing light commercial
11. Change the following described property from area
designated UD-5 to area designated EBD-2:
A 250 foot wide strip of property located
north of and including the closed' portion
of DeSoto Street, south of Pitt Street and
east of and adjacent to Highway 27 ROW
12. Change the following described property'from area
designated EBD-2 to area designated'NED-5:
Lot 127, Clermont Heights
