MINUTES
WORKSHOP MEETING
December 3, 1985
A Workshop Meeting of the City Council of the City of Clermont
was held on Tuesday, December 3, 1985 in the City Hall Conference
Room. The meeting was called to order by Mayor Pool at 7:00 p.m.
Present were Council Members Huff, Turville and Cole, Council
Member Elect Dupee, City Manager Saunders, Finance Director
Van Zile and Terry Wood of ECS.
City Manager Saunders stated that the purpose of this Workshop
was to discuss the proposed changes to the City Pension Plan for
General Employees and Police Officers.
Mr. Wood of ECS which administers the Florida League of Cities
Pension Program stated that he was present to discuss the proposal
and answer questions.
It was explained that the proposed new pension plan for General
Employees would be a defined contribution plan at an annual
contribution rate of 7% of payroll to be paid by the City. All
current employees would be given a choice of the new or old plans,
after their individual review of projected benefits under both
plans. All newly hired employees would be required to enter the
new plan.
City Manager Saunders explained that there were approximately
sixteen employees who would receive a better benefit under the
old plan, and suggested that the old plan be amended to provide
some additional benefits to these older employees.
After discussion of options, it was a consensus of Council that
a straight 2% be used in the computation instead of the two-tiered
formula now used. Mr. Saunders pointed out that due to State Law,
the Police Officers would be required to remain under the old policy,
but with the straight 2% adjustment in order for the City to continue
to receive the State contribution. The City receives approximately
$15,000 per year from the State for the Police Pension Fund, but the
plan cannot be a defined contribution plan as proposed for General
Employees.
Mr. Wood stated that his staff would meet individually with all the
General Employees to explain their options. City Manager Saunders
explained that the proposal is to convert the entire administration
and investments of all the City Pension Plans to the League of Cities
Plan. .
Tom Dougherty was present representing Mr. William Favuzza who owns
property located on the southeast side of Crystal Lake. He stated
that Mr. Favuzza would like the City to consider purchasing the
property for a park. Much discussion ensued concerning parks and
recreational needs and priorities.
Mr. Saunders gave an update on the status of the railroad property
and stated that he anticipated an answer from the Trust for Public
Lands by the end of the month.
There being no further discussion or business, the meeting adjourned
at 9:30 p.m.
