WORKSHOP MEETING
October 15, 1985
A Workshop Meeting of the City Council of the City of Clermont was
held on Tuesday, October 15, 1985 in the City Hall Conference Room.
The meeting was called to order by Mayor Pool at 7:30 p.m. with the
following Council Members in attendance: Mayor Pro Tem Turville,
Council Member Huff, Council Member Henry and Council Member Cole.
Also present were City Manager Saunders, Jack Sargent, County
Commissioner Claude Smoak, and Jo Cunningham.
Mayor Pool recognized Commissioner Smoak who explained the action
of the Lake County Commission regarding the Council's changes to
the contract for fire protection outside the city limits. Mr.
Smoak stated that he would like to see the City participate and
suggested rewording the contract to state the City would respond
to the best of its ability to the unincorporated areas.
After much discussion, City Manager Saunders stated that he would
revise the wording of 'the contract for Council consideration.
Due to health reasons, Council Member Henry left the meeting at
8:00 p.m.
Mayor Pool explained that the purpose of the Workshop was to review
certain zoning areas that do not conform to the adopted Land Use Map
portion of the Comprehensive Plan. He then asked City Manager Saunders
to proceed with an explanation of the areas involved.
Mr. Saunders directed the Council to examine City Block 19 and Lots
3, 4 and 5 of Block 20 now zoned R-3~ Block 18, Lots 1, 3, 5, 7, 9,
11, and 13 now zoned C-2~ Block 18, Lots 15, 17 and 19 now zoned
C-l and Block 7, Lots 1-4 and 7-13 now zoned C-l. City Manager
Saunders suggested that the area north of Broome Street be rezoned
R-l and the area south of Broome Street be rezoned R-2.
Council Member Huff stated that Block 7, Lots 1-4 and 7-13 should
remain commercial. After much discussion, it was the consensus
of Council to table any further discussion of Block 7, Lots 1-4 and
7-13. It also was the consensus of Council to direct the Planning
and Zoning Commission to consider rezoning Block 19 and Block 20,
Lots 3, 4 and 5 to R-l and Block 18, Lots 1, 3, 5, 7, 9, 11, 13,
15, 17 and 19 to R-2.
The next area discussed was Block 14, Sunset Heights, known as the
Bell Ceramic property. After much discussion, 'it was the consensus
of Council that this property should be considered for rezoning to
the R-2 property classification.
City Manager Saunders then explained that the northeast corner of
the Emerald Lakes' property which fronts on Highway 50 and is now
zoned C-2 should be rezoned R-3. All Council Members were in
agreement to consider this rezoning.
Block 60, Lots 4, 5 and 6 which now are developed' as Lake Dot were
discussed. City Mananger Saunders explained that this property
should be zoned R-3 in order to conform. Everyone agreed to
consider this rezoning.
The last area to be, discussed in detail was Lots 5-9 of Winona Bay.
These lots are presently zoned R-3, but should be R-l for conformance.
It was pointed out by Mrs. Cunningham that these lots only one vacant
lot remained in that area. All agreed the R-l zoning should be con-
sidered.

City Manager Saunders explained that there were several other areas
in the City to be considered for rezoning to bring the zoning into
conformance with the Comprehensive Plan and they would be addressed
at a later date.
There being no further discussion, the meeting adjourned at 10:05 p.m.
