BUDGET WORKSHOP
JULY 19, 2007
The Clermont City Council met for a budget workshop on Tuesday, July 19, 2007 in the Council
Chambers at City Hall. Mayor Turville called the workshop to order at 6:00 pm with the following
Council Members present: Council Members Mullins, Goodgame, Hogan and Berlinsky. Other City
officials present were: City Manager Saunders, and Administrative Services Director Van Zile, and City
Clerk Ackroyd.
City Manager Saunders and the City Council reviewed the Police Department budget. Police Chief
Graham was present to answer questions.
City Manager Saunders and the Council reviewed the Utilities Department budget.
Council and staff discussed the proposed cost of living adjustment at 2.50 percent. It would cost an
additional $27,000 to include the employees who have topped out of their salary range. Staff discussed
splitting the salary study into two (2) phases. Council Member Mullins recommended calling it an interim
scale adjustment. The Council reached a consensus for employees to receive the 2.50 percent on October
1, 2007 across the board and then consider the second phase in January plus they will receive up to a four
(4) percent merit raise. Administrative Services Director Van Zile noted this will adjust the minimums
and maximums by 2.50 percent which helps the City be competitive when hiring new employees.
Council agreed to budget $31,740 for a generator at Fire Station 2.
Council reviewed the list of unfunded projects. They were in agreement to fund cemetery additions and a
sign entrance to not exceed $30,000.
Council and staff discussed the streetscape project. There is currently $1 million available from the CRA
reserves. They agreed to wait before making a decision to see how the CRA will be affected due to it
being more cost effective to do it all at once.
The Council discussed having amulti-use Library building.
Administrative Services Director Van Zile briefly reviewed the Community Center construction
summary.
Council Member Goodgame requested the Council consider the pavilion at Waterfront Park as it would
be a benefit to the community. Council agreed to wait until staff finds out about the grants, and then
consider.
City Manager Saunders reported the Historical Society is asking for $15,000 associated with the Kern
House. Council and staff discussed a matching grant. It was considered to give them $10,000 and then
another $5,000 if they match $5,000.
City Manager Saunders reviewed the proposed interim adjustment for Department Heads.
Council Member Goodgame requested the Council consider a Fourth of July fireworks event next year.
The Council expressed an interest and suggested costing it out.
