MINUTES
SPECIAL COUNCIL MEETING
September 3, 1985
A Special Meeting of the City Council of the City of Clermont
was held Tuesday, September 3, 1985 in the Council Chambers.
The meeting was called to order at 7:30 p.m. by Mayor Pool
with the following Council Members in attendance: Council
Member Huff, Council Member Turville, Council Member Henry,
and Council Member Cole. Other City Officials present were
City Manager Saunders, and Finance Director Van Zile.
INVOCATION
The Invocation was given by Mayor Pool followed by the repeating
of The Pledge of Allegiance to the Flag by all present.

PUBLIC HEARING
Mayor Pool explained that the purpose of this meeting was to
adopt the tentative budget of the City of Clermont for Fiscal
Year 1985-1986 as required by Florida State Law.
RESOLUTION NO. 508 - TENTATIVE MILLAGE LEVY
Mayor Pool explained that Florida Statutes require the City to adopt
a tentative millage levy, and the first issue to be discussed must
be the percentage increase in millage over the rolled back rate
necessary to fund the budget, if any. It was explained that the
City is not proposing any increase in millage over the rolled back
rate, and the proposed millage rate is 2.429. This rate will give
the City the exact same amount of ad valorem funds as last year,
excluding new growth.
The Mayor asked if any wished to speak concerning the tentative
millage rate. No one spoke for or against the proposed millage.

MEMBER COLE, SECONDED BY COUNCIL MEMBER TURVILLE AND UNANIMOUSLY
CARRIED BY ROLL CALL VOTE THAT RESOLUTION NO. 508 BE TENTATIVELY
ADOPTED. AS REQUIRED, MAYOR POOL READ THE RESOLUTION IN ITS
ENTIRETY. VOTING WAS AS FOLLOWS: COUNCIL MEMBERS HENRY, COLE,
HUFF AND TURVILLE, AYE~ AND MAYOR POOL, AYE.
RESOLUTION NO. 507 - TENTATIVE GENERAL FUND AND REVENUE SHARING BUDGET
Mayor Pool explained that the General fund Budget provides for the
basic tax supported services of the City. Those services include
police and fire protection, maintenance of streets and sidewalks,
parks and recreation, fleet maintenance, street lights, animal con-
trol, legal services and finance and administration. Also included
in this fund are monies for special purposes and activities, such
as Cooper Memorial Library and recreation programs.
