12-18-1975 Regular Meeting..,. T0: Planning and Zoning Commission FROM: City Manager SUBJECT: Subdivision Committee DATE: December 19, 1975 At 3 P. M. on Thursday, December 18, 1975 the Subdivision Committee met at City Hall to discuss necessary changes to the SubDivision Regulations. Those present were: Ben Cunningham, Chairman Henry Czech, Member Richard Williams, Member Robert Hopkins, City Manager Harvey Nagel, Director of Community Development The following changes were discussed; 1. City Council approval of preliminary plat Under the existing regulations, the preliminary plat is not reviewed by the City Council before final plat preparation is authorized. The committee felt that it should. The same is true for the improvement plans after review and approval by the city engineer. 2. Parks and recreation sites (20-16(F)) Under the present regulations, a developer must dedicate 5% of his site to parks or pay to the city a sum of money equal to five percent of the value of the property for park purposes. The committee debated the merits of this provision and decided against any changes. 3. Curb and gutter (20-17(G)(7)(e) and 20=17(I)(3)) The present regulations require curb and gutter The committee felt the provision should be amended to call for curb and gutter when required by the City Council upon recommendation of the Planning and Zoning Commission. This flexibility would allow for drainage swales and similar natural drainage systems when appropriate. ` ~' ~ 4. Water Main (20-17(H)(3)) The present regulations require cast iron water mains The committee felt that new types of PVC class water pipe should be allowed when recommended by the city engineer and approved by the City Council. 5. T!~e following should be changed for clarification (20-13(K)(1)) From: If there is no bond for subdivision improvements, the final inspection of such buildings shall not be occupied until all the required improvements have been completed and duly certified to the Council.
