07-24-1985 Workshop Meeting e e CITY OF CLERMONT MINUTES WORKSHOP MEETING July 24, 1985 A Workshop Meeting of the City Council of the City of Clermont was held Wednesday, July 24, 1985 in the City Hall Conference Room. The meeting was called to order by Mayor Pool at 7:15 p.m. with the following Council Members in attendance: Council Members Cole, Henry, Huff and Mayor Pro Tem Turville. Honey Jean Smoak, Betty Hovis, and Ann Dupee were present representing Cooper Memorial Library for the Library's budget request portion of the meeting. City Manager Saunders was also present. INVOCATION The Invocation was given by Mayor Pool. COOPER MEMORIAL LIBRARY Mrs. Smoak presented the Council Members copies of the Library's budget requests, and explained several of the line items. Council Member Turville stated that it appeared that the Library was developing its budget and looking to the City to make up for any shortages between revenues and expenditures. He further stated that the Library needs to find other sources of revenue to supplement its budget. It was stated that the City is looking at a zero increase in expendi- tures, except for the Lake Winona bridge repairs, and only a 5% in- crease in salaries. Whereas, the Library is projecting a 7% increase in salaries and over a 7% increase in budget requests from the City. The restrictive uses of the Arnett Estate funds were explained by representatives. City Manager Saunders stated that they should get a definition of "capital expenditure" from their attorney since the funds are restricted to only capital expenditures. City Manager Saunders stated that he felt there were items in the Library's bud- get, such as $5,000 for shelving, which would fall under capital expenditures and could be paid for from the Arnett Funds. After much discussion concerning the Library's requests, it was the consensus of Council that the expenditures of the Library were not out of line, but there was some questions as to the revenue pro- jections for the budget. The Council offered several suggestions for fund raising activities, and stressed the importance of becoming more active in fund raising throughout the community for additional revenue. It was agreed upon that the Library is something to be proud of, and the Council will continue to support the Library. However, there is a limit to how much the City can do. In the current budget year $38,000 was budgeted as a contribution to the Library, plus approximately $9,500 was paid for the mortgage. City Manager Saunders stated that in the proposed budget he had increased the contribution to $40,000, plus the mortgage payment. The Library Board Representatives thanked the Council for any consider- ation they might give to their requests. After some discussion, it was the consensus of Council to budget $38,500 as a contribution to the Library for the 1985-1986 budget year, plus the mortgage payment of $9,306. CITY ATTORNEY FEE City Manager Saunders stated that he had received a letter from City Attorney Baird requesting that his monthly fee be increased to $750. A comparison of other City Attorney salaries throughout the County was presented to Council. After some discussion, it was the consensus of Council to increase the fee to $750 per month for FY1985-l986. e . CITY OF CLERMONT MINUTES WORKSHOP MEETING July 24, 1985 DEPARTMENT HEAD SALARIES City Manager Saunders then discussed Department Head salaries, and stated that the same guidelines as had been used in the previous year were used in computing the salaries of all Department Heads and his own. He presented the Council with a list of the proposed salaries for the proposed budget. The listed salaries included the same 5% cost of living the Council had indicated for other employees, plus a 2% merit increase. City Manager Saunders stated that there was on exception to this, and that was Police Chief Tyndal. He stated that he had a memo from former City Manager Forbes stating that he felt that Chief Tyndal should be compensated at the same rate of pay as the highest paid Department Head which would be Public Works Director. By using the computations mentioned above for the new budget year, this figure would be $31,162. It was the consensus of the Council that Chief Tyndal was doing an excellent job and that his duties and responsi- bilities had greatly increased over the past few years and due to this and his tenure, should be compensated at that rate of pay. CHANGES TO THE ORIGINAL PRELIMINARY BUDGET City Manager Saunders explained some other changes to the original preliminary budget. These included a $6,000 increase in Sales Tax, a $3,000 increase in State Revenue Sharing, and a $3,000 decrease in Gasoline Tax. These changes resulted when the City received the State's estimates during the past week. Some other changes are: An increase of $2,800 to Account 513-1200 for Salaries and Benefits for the Finance Department which was made to correct an error in the previous calculation. It it was also requested that an additional $2,000 be included in Account 524-1200 for the City Planner. By adding the $2,000, the new range would be $20,000 - $24,000. This concluded the review of the proposed budget. City Manager Saunders stated that he would make all the necessary changes in the budget and present the Council with a amended proposed budget. OTHER AREAS OF DISCUSSION FLUORIDATION City Manager Saunders stated that in talking with the State, it was learned that the State would not fund $15,522 of the costs for the fluoridation project. These funds would have to come from the City if the project is to continue. The Council felt this should be an agenda item, and City Manager Saunders stated he would place this matter on the August 13, 1985 agenda.
