10-12-1978 Regular MeetingCOMMUNITY APPEARANCE STANDARDS COMMITTEE A meeting of the Community Appearance Standards Committee was held in the City Manager's office on October 12, 1978. Present were: Chairman Meginley, City Manager Tiffany, Mrs. Ruth Alice Ray, Nick Jones, and Ms. Deborah Caplan. The meeting was started off with a review of last year's notes on the landscape ordinance by Mr. Meginley. This led to a discussion on location sites for the entrance signs and possible land acquisition. Discussion then returned to revising the present landscape ordinance. City Manager Tiffany expressed the need for a simple but flexible landscape ordinance to be used in conjunction with the "Greenscape" guide. It was suggested the standards should be part of enforcement. It was suggested that if the statement: "A site plan may be turned down if it will not be aesthetically compatible to the surrounding area," could be added to the site plan review, it would preclude the possibility of a committee review process. Safety came up as a factor to be considered in landscape ordinances. It was decided to have the P&Z formally recommend to the Council that "Greenscape" be officially recognized and implementation started. The final comments from the committee led to the fact the present landscape ordinance would suffice if enforcement could be "beefed-up". Upon that realization the committee will have City Attorney Baird present at the next meeting to discuss enforcement possibilities. DEBORAH K. CAPLAN
