MINUTES
CODE ENFORCEMENT BOARD
November 18, 2003
The regular meeting of the Code Enforcement Board was called to order on Tuesday,
November 18, 2003, at 7:00 p.m. Members attending were Joe Janusiak, Sharon
Martin, Alvin Schein, Vern Schneider, Paul Lienard and David Outlaw. Also attending
were Betty McMinamen, Code Enforcement Officer, Robert Guthrie, City Attorney and
Jane C. McAllister, Code Enforcement Clerk.
The minutes from the Code Enforcement Board meeting of October 21, 2003 were
approved as written.
Chairman Paul Lienard gave the floor to Code Enforcement Officer Betty McMinamen.
Betty McMinamen announced that CASE NO. 03-93 has been complied and will not be
heard.
NEW BUSINESS
CASE NO. 03-94

VIOLATION: City of Clermont Code of Ordinances No. 232-C, Chapter 34, Section 34-
61.
Unlawful Maintenance of Nuisances.
Code Enforcement Officer Betty McMinamen read the violations and showed photos
showing that compliance has not been met. She asked the Board to find the
Respondent in violation of the cited City Codes.
Gale Bell, 690 Anderson Street, Clermont, FL 34711 was sworn in and asked the Board
to grant an additional ninety (90) days to give her enough time to comply.
Sharon Martin made a motion to find the Respondent in violation of the cited City Code.
Joe Janusiak seconded the motion. The vote was unanimous for finding the
Respondent in violation.

Sharon Martin made a motion to allow the Respondent until February 77, 2004 to
comply or be fined at the rate of $200.00 per week. Joe Janusiak seconded the motion.
The vote was unanimous for the time limit and the fine.
OLD BUSINESS
Code Enforcement Officer Betty Mc Minamen announced that the next two cases,
CASE NO. 03-57 and CASE NO.03-58 have reached compliance and will not be
heard.

Minimum Housing Standards.
Code Enforcement Officer Betty McMinamen said that there has been some
improvement, and that although compliance has not been met the property is being
maintained. Ms. McMinamen said she is in receipt of a letter from Ms. Risher requesting
and extension of the lien start date to February 17, 2004.
David Outlaw made a motion to grant an extension of the lien start date to January 20,
2004. Joe Janusiak seconded the motion. The vofe was unanimous in favor of the
motion.

Unlawful Storage In Residential Areas.
CASE NO. 03-71: City of Clermont Code of Ordinances No. 232-C, Chapter 34, Section
34-61.
Unlawful Maintenance of Nuisances.
Code Enforcement Officer Betty McMinamen showed photos of vehicles that have been
left on the property and added that a tremendous amount of the items have been
cleared from the property, but that several items remain and therefore compliance has
not been met.
Wilmer Pace, 580 E. Highland Ave., Clermont, FL 34711 was sworn in and asked for an
• extension of thirty (30) days for the lien start date.
Alvin Schein made a motion to extend the lien start date in Case No. 03-70 to
December 16 2003. Joe Janusiak seconded the motion. The vote was unanimous in
favor of fhe extension.

December 16, 2003. Joe Janusiak seconded the motion. The vote was unanimous in
favor of the extension.

Home Occupation as Accessory to Residence.
Paul Lienard asked if the Respondent or his representative was present. There was no
one.
Code Enforcement Officer Betty McMinamen stated that the Planning and Zoning
Department was working with the tenant of this residence and that the Director of
Planning Barry Brown has requested an extension of the lien start date for Case No. 03-
81 only until February 17, 2003.
David Outlaw made a motion to extend the lien start date for Case No. 03-81 to
February 17, 2003. Alvin Schein seconded the motion. The vote was unanimous for
• extendin_g the lien start date to February 17, 2003.
Code Enforcement Officer Betty McMinamen announced that CASE NO. 03-84,
and CASE NO. 03-86 have reached compliance and CASE NO. 03-85 will not be
heard.
There being no further business, the meeting was adjourned.
