08-21-1990 Regular Meeting• • CODE ENFORCEMENT AUGUST 2:., 1990 The regular scheduled meeting of the Code Enforcement Board was called to order on August 21, 1990 at 7:30 p.m. Members attending weY~e Edward Whitehead, Martin Wright, Joseph Janusiak, Ew.ma Higgins, George Wood and William McKinney. Member Joseph Wiebush was absent. Also attending were Leonard Baird City Attorney, Bruce dates Code Enforcement Officer and Jane Warren Planning & Zoning 'technician. MINUTES of the meeting held July 17, 1990 were approved as presented.. OLD BUSINESS CASE NO. 90-04 Richard Brunson P.O. Box 1121 Winter Garden, Fla. 32787 Mr. Yates informed the Board that the defendant had complied with condition number 2 of the order dated July 19, 1990. An inspection of the site was done on August 2, 1990 and all of the trash and debris had been removed. However, as of this date no work has started at the site to comply with condition number 1 of this order. Mr. Dave Headrick, was present to represent Betty Brunson who is the personal representative of the estate of Richard Brunson who is deceased. Mr. Headrick, informed the commission that the estate of Mr. Brunson consisted of very little funds and the title of the property in question will have to be cleared before the property could be mortgaged or sold. They do not have the monies needed to have the repairs made. They will continue to try to find a commercial builder that will agree to do it on some kind of terms that they can manage. However, the building is boarded up and I do not think that it is a danger to the health 'or safety of the people, something should and will be done but the defendant was not able to have this work completed by this date. Mr. Headrick asked the Board to give the defendant additional time to have the work performed and requested a sixty day extension. Mr. Baird aske~' if the defendant felt that within sixty days they could locate a contractor who could give them an estimate as to when the property could be brought into compliance. Mr. Headrick stated that he felt they could. Mr. Baird stated that the most important issue for the Board was to have the property cleaned up so it looks some~rrhat decent. Apparently the city is satisfied that the trash has been removed and the property does look better than it did. The only remaining problem is the building itself. I don't feel that there is a major problem with granting additional time to improve the building if it meets the codes as simply a vacant building. 1 ' • • M_. Yates stated that the major problem with the building as it sits is that it is not soundly boarded and locked, the roof is ire a dilapidated condition, and the building is not structurally sound. I feel that if the building were properly secured so tY~at no entry could be made, we should give them more time to work on the problem. Mr. Wood asked what would be required in order to secure the building. Mr. Yates stated that the windows should be covered with a sheet of plywood and anchored into the block of the building, where they could not be easily ripped off. Mr. Baird asked how long it would take to do this. Mr. Headrick stated it would take a week to ten days to secure. After further discussion a motion was made by George Wood to give the defendant two weeks to secure the building and sixty days to submit a plan of action to the .Board. The Motion was seconded by William McKinney and approved by a 5-0 vote. Mr. Wright declared a conflict of interest and abstained from, voting.
