CODE ENFORCEMENT BOARD
MINUTES
February 15, 1983
This Organizational Meeting of the Code Enforcement Board
was called to order by Chairman Kathleen Parsell at 7:30 p.m.
on Tuesday, February 15, 1983 in the City Council Chambers.
ROLL CALL: Present: Glenn Curtis, Emma Higgins, Marcus
McGowan, Bill McGuire, William McKinney, Kathleen Parsell and
Mary Wright. Absent: None.
MINUTES of the meeting of August 17, 1983 were approved as
presented. The meeting of October 19, 1983 was cancelled due to
lack of a quorum, so there were no minutes to be approved for
that date.
OLD BUSINESS: Mr. Nagel, Director of Code Enforcement,
reported that Jimmie Lee Jackson had cleaned up his property
following his appearance before the Code Enforcement Board,
but that it was again gradually returning to its old condition.
l~r. Baird, City Attorney, stated that P~Ir. Jackson's leasehold
interest in the Odum estate's property must be established,
and that, because the record shows he complied with the Board's
recommendation, new action must be instituted against Mr.
Jackson. It was decided that Mr. Nagel should investigate the
matter further and institute action if he deemed such action to
be necessary.
NEW BUSINESS: The Chairman announced that the floor would
accept nominations for Chairman for the coming year. Pairs. Par-
sell declined to accept a nomination by Mrs. Higgins, and
nominated Marcus McGowan. There were no further nominations.
Mr. McGowan was named Chairman by unanimous vote.
Mrs. Parsell nominated Rev. D-ZcKinney for Vice Chairman.
There were no further nominations, and Rev. McKinney was elected
by unanimous vote.
TRAINING SESSION: The City Attorney explained the creation
of Code Enforcement Boards by the Legislature, and outlined the
duties and powers of such boards. This inspired a brief dis-
cussion among the members, using the aforementioned Jackson
case as an example. Mr. Nagel urged members to visit the site.
