CODE ENFORCEMENT BOARD
MINUTES
November, 17, 1981
This organizational meeting of the Code Enforcement
Board was called to order at 7:30 p.m. on Tuesday, November
17, 1981 in the City Council Chambers.
ROLL CALL: Present: Board members Bill McGuire,
Glenn B. Curtis, Marcus McGowan, Sue Mecanick, Emma Higgins,
and Kathleen Parcell. Also attending were Director of Code
Enforcement Harvey Nagel, City Attorney Leonard Baird, City
Manager George D. Forbes, and Code Enforcement Clerk Marilyn
George.
The City Manager explained that the purpose of the
Board is to arbitrate violations of the City Zoning Ordinance.
Mr. Baird then discussed the Florida "Sunshine Law" and cau-
tioned Board members to observe it carefully.
Ordinance 213-C, which established this Board, was
presented in detail, and regular meetings were established
on the third Tuesday of alternate months, with optional meet-
ings to be held more frequently if necessary.
Mr. Baird explained the need for this Board as an
enforcing arm of the City Government in situations where
violators do not respond to requests for compliance through
ordinary channels. Two mock cases were presented, discussed,
and acted upon, as a training exercise for members.
The Board elected Kathleen Parcell as Chairman and
Bill McGuire as vice Chairman.
The meeting adjourned at 8:50 p.m.
