WORKSHOP MEETING
April 15, 1985
A Workshop Meeting of the City Council of the City of Clermont was
held on Monday, April 15, 1985 in the City Hall Conference Room.
The meeting was called to order Mayor Pro Tem Turville at 7:10 p.m.
with the following Council Members in attendance: Council Member
Cole and Council Member Huff. Mayor Pool arrived at the meeting
at 7:30 p.m. and Council Member Henry was abse~t. Also present
were the City's consultants, Phil Bennet and Bill Nernon with the
firm of Probe, Batson and Company~ City Manager George Forbes and
Finance Director Wayne Saunders.
Mayor Pro Tem Turville explained that the purpose of this meeting
was to review a report written by our consultants entitled "An
Evaluation and Update of the Utility Benefit Fee of the City of
Clermont, Florida", dated February 11, 1985.
The City Manager gave a brief overview of the City's present
Utility Benefit Fee, and it was explained that this fee was to
offset the cost of new water and sewer capital facilities created
by new growth. Mr. Forbes explained that essentially, three items
were included in the proposed fee structure which are: (1) the
expansion of the waste treatment plant facility, (2) rebuilding
lift stations, and (3) a new water well.
Phil Bennet then explained the report which was reviewed in detail.
In his review, he explained the following six different methods for
computing a Utility Benefit Fee:
1. Direct Cost Method - Utility Benefit Fee of $915.
2. Full Cost Method - Utility Benefit Fee of $3,022.
3. Amortized Cost Method - Initial Benefit Fee of $1,011.
4. Net Cost Differential Method - Initial Benefit Fee of $1,011.
5. Cost of Living Adjustment - Initial Benefit Fee of $9l?
6. Full Coat Annuity Method - Initial Benefit Fee of $2,031.
There was much discussion concerning which type of fee would be best
for the City of Clermont. After much discussion, it was the consensus
of Council that method #4 would be the fairest to our citizens and
developers. It was also explained in detail that the money received
from the Utility Benefit Fee could only be used to offset capital
expenditures for the water and sewer systems due to growth, and for
no other purposes.
The City's ordinance regarding the Utility Benefit Fee was also
discussed. The consultants were directed to prepare a proposed
Utility Benefit Fee Ordinance which would utilize the Net Cost
Differential Method, and have a copy to Finance Director Saunders
by May 15, 1985. It was the intent of Council to have Mr. Saunders
ensure that this Ordinance will be placed on the May 28, 1985 Council
Agenda for introduction. At that time it would be introduced by Mis-
cellaneous Ordinance and a Public Hearing conducted. Meanwhile, the
Council Members would be discussing the proposed fee with citizens
and area developers to obtain their feelings on this matter.
