WORKSHOP MEETING
April 3, 1985
A Workshop Meeting of the City Council of the City of Clermont
was held Wednesday, April 3, 1985, in the City Hall Conference
Room. The meeting was called to order at 7:00 p.m. by Mayor
Pool with the following Council Members present: Council Member
Cole, Council Member Huff, and Council Member Turville. Council
Member Henry was unable to attend due to a prior commitment. City
Manager Forbes and Finance Director Saunders were also present.
COMPREHENSIVE PLAN
Council Members reviewed the Future Land Use Map and discussions
held on Monday and Tuesday nights. The City Manager pointed out
two areas on the map that he believed Council should be aware of.
He stated that presently, UD-5 only allows single family homes on
the east side of Grand Highway. However, part of the property
along Grand Highway is presently zoned R-2, and there also are
plans for a congregate living project in the area around Jack's
Lake.
"Extensive discussion on the proper use of this property followed,
and it was decided that property in the UD-5 zone located 100'
south of Highland Avenue, north of Highway 50 and east of Grand
Highway should be allowed medium density, single or multi-family
development not to exceed eight units per acre. General commercial use
is permitted on Blocks 50,63,1,2,and 15 located east of Grand Highway*
The UD-4 area was also reviewed and it was discussed that there
had been some consideration on part of this property being used
as multi-family. It was pointed out that UD-4 does allow multi-
family use in areas zoned R-3, but only to a medium density use.
There was much discussion about East Avenue being a collector
street and if the water, sewer and road improvements were adequate
for a higher density in this area. It was the consensus of the
Council to leave the UD-4 zone as is.
The Council then reviewed the recommendations of the Planning and
Zoning Commission made during the March 2, 1985 Meeting. It was
explained that the P&Z had recommended approval of the Future Land
Use Map with the following exceptions:
1. "Preservation of historica~ homes will be encouraged"
should be deleted from any~ED~2area and placed in
the introductory pages. .
2. "W~~lands shall be preserved" should be deleted from
anyNEB~6area and placed in the introductory pages.
It was the consensus of Council to make these recommended changes.
The Planning and Zoning Commission also recommended the following
change:
3. In Citywide Criteria, Item No. 7 should require projects
requiring a Conditional Use Permit to have recreational
facilities provided for people living in the CUP area.
The Council discussed many options on this item and the fact that
the City should decide with the Parks and Recreation Board what
our priorities are with regard to recreation projects and which
ones to develop. It was the consensus of Council to change Item
No. 7 to read:
"New residential development projects should provide
adequate parks and recreation facilities for residents
of the development II.

The City Manager stressed the importance of the City having a list
of criteria for projects with possible costs in order to insure our
recreational facilities are adequately developed.
Other recommendations of the Planning and Zoning Commission were:

4. TheNE~2 area should be changed to allow a density of
at least 10 units per acre.
The Council had already changed theNE~2 area to allow 12 units
per acre, and decided to leave the 12 units.
5. "The UD-3 area should be changed to allow 12 units per
acre.
Due to the fact that much of the property in UD-3 involved steep
slopes of 7% or more, the Council decided that this classification
should remain at a medium density of 8 units per acre maximum.
The Council Members discussed at length the fact that the Planning
and Zoning Members should not vote or make statements on projects in
which they have a personal interest.
CITY MANAGER SELECTION
The Council Members also discussed the process they would use to select
a new City Manager. The following was decided upon:
1. An ad for the position, prepared by George Forbes, listing
minimum qualifications and the pay range was approved by
Council.
2. The Council will accept applications until Monday,
May 6, 1985 at 5:00 p.m. The applications will be sent
directly to Deputy City Clerk Brandt. When an application
is received, it will be numbered according to the order
received, and copies will be sent to each Council Member
along with an evaluation form. The evaluation form is
the same one used by the City of Eustis and lists various
criteria for judging a resume. Each Council Member will
evaluate the applicants according to the same criteria,
or rating system.
3. On Wednesday, May 8, 1985 at 7:00 p.m., the Council will
meet and review all applications to select up to five final-
ists for interviews. The interviews will be held in the
City Hall Conference Room. If a decision cannot be reached
on Wednesday concerning the finalists, a second meeting
will be held on Thursday, May 9, 1985 for this purpose.
4. After the finalists are selected, their references must
be checked by the Council Members. Also, they must be
contacted and a time set for interviews. Interviews
will be held on Saturday, May 25, and/or June 1, 1985.
5. After the interviews, a new City Manager for Clermont
will be selected.

PROPERTY PURCHASE
The City Manager gave each Council Member a copy of a letter
recently received from Bill Law regarding the Sunderman Groves'
property. The letter stated that they were retracting their
previous offer to the City to purchase the property. However,
they were willing to make the City a second offer. It was
discussed if this matter should be placed on the next Council
agenda for action, and it was the consensus of Council that no
response would be made at this time.
PVC PIPE
The City Manager stated that at the Council's request, he had
investigated the possibility of using PVC pipe instead of
vitrified clay pipe. For several years, the City has required
vitrified clay pipe for the majority of its projects. This
type of pipe has the advantage in that it is not crushed during
compaction, but it can crack, ,which is why each joint must be rung
when installed.
The City Manager further stated that the City Staff does realize
that vitrified clay pipe was becoming obsolete and getting more
difficult to find. For these reasons, the City would accept PVC
pipe, if there were no Council objections. It would be allowed
and SDR-35 would become the City's standard at this time. How-
ever, the City Engineer and Utility Director will 'be researching
PVC pipe to set a final SDR standard for the thickness of PVC
pipe accepted. Also, on large new subdivisions, the City would
require the PVC pipe to have a tv camera run through it to check
for any variations in the line caused by compaction. He continued
that on the Cunningham Plat, the City would allow PVC pipe with
SDR 35 standards.
SPRAYFIELD PROJECT
The Council, as part of the Comprehensive Plan requirements, reviewed
the Draft Outline of the new sparyfield site for the expansion of the
waste treatment plant. The City Manager discussed various alternatives
that had been discussed with the City Engineer to ensure the abutting
property owners to the south have no inconveniences due to the spray-
field. He explained that the following items would be checked:
1. The Phillips and Hartman wells would be checked by
the County Pollution Control Board several months
before the sprayfield goes on line to get background
data on water quality.
2. Adequate buffer would be provided. The City will
keep the orange groves as part of the 100' buffer
on the Bunch property, but at the northern end of
the buffer strip viburnum or a similar hedge will
be planted which will grow in thickness and to
at least 6' in height. This will be planted to
stop any aerosols from reaching the road. It was
also stated that Red Cedar or a similar type of
tree would be planted in a staggered fashion on
the Inland Grove property to stop aerosols with
a Viburnum hedge at the 100' mark. It also was
discussed that a sprinkling system should be
installed for all of the buffer zones.

3. The layout of the new sprayfield was explained
and how the part of the sprayfield closest to the
Hartman and Phillips site would have a 150' buffer.
He also stated that there would be approximately
500' between the sprayfield and the Phillips and
Hartman homes.
4. The south zone, closest to these property owners,
will not be used during periods of inclement weather
or during winds in excess of 20 m.p.h. This part of
the sprayfield will be used, as much as possible,
during hours when the residents are not at home
(between 8:00 a.m. and 3:00 p.m.), so as not to in-
convenience them.
It was explained that various types of sprinkler
heads had been investigated for use in the south
zone. Wobbler heads have less aerosols and very
large dropletts. However, it was discussed that
with the increased buffer strip aerosols should
not be a problem. If in the future, they do be-
come a problem, low pressure valves will be in-
stalled to reduce them. Also, the City would
investigate putting the sprinkler heads higher
in the air to alleviate the problem.
After the buffer strip is properly installed,
the signs for the sprayfield should be moved
back 100', and placed in front of the Viburnum
hedge. In this way the property would look
like a regular grove until the hedge is reached.
5. Monitoring wells will be installed on the new
site and analyze them for several months or up
to a year before utilizing the site. The wells
will give background data on the underground
water.
After the City has received the final layout of the sprayfield and
the Department of Forestry approval for the buffer plantings, the
City Manager suggested that the City meet with the Phillips and
Hartmans to explain to them that everything possible has been done
to eliminate any problems the new sprayfield might cause for them.
At this meeting, any suggestions they might have would be reviewed,
and implemented, if practical. The City will do everything possible
to be a good neighbor and avoid inconveniences for the abutting property
owners.
