WORKSHOP MEETING
March 18, 1985
A Workshop Meeting of the City Council of the City of Clermont was
held on Monday, March 18, 1985. The Meeting was called to order
by Mayor Pro Tem Turville at 7:15 p.m. with the following Council
Members in attendance: Council Member Huff and Council Member Cole.
Council Member Henry was unable to attend due to a previous engage-
ment. City Manager Forbes was also present.
The City Manager discussed the $1,400 quote from Southern Mapping
for an aerial photograph for the Clermont Urban Area. It was the
consensus of Council that this price was too high and other quotes
should be obtained before a decision is reached.
The City Manager gave each Council Member a letter dated March 18,
1985 to the East Central 'Florida Regional Planning Council requesting
assistance in preparing a Future Land Use Map for the "Clermont Urban
Area". 'There was much discussion on the use of the term "Clermont
Urban Area". The term is confusing since it is the same words used in
the County Land Use Map. It was the consensus of Council that the
words "Clermont Urban Reserve Area" would be used instead of "Clermont
Urban Area" to describe the land we believe may be within the City
Limits during the next twenty years.
INTERGOVERNMENTAL COORDINATION ELEMENT
The Council Members reviewed the Intergovernmental Coordination
Element of the Comprehensive Plan on Page 8-1 and there were no
changes made.
Mayor Pool entered the meeting at this time.
ECONOMIC FEASIBILITY ELEMENT
The Council Members reviewed the Economic Feasibility Element of
the Comprehensive Plan. There was much discussion regarding
Reserve Funds and how the City funds depreciation, and the purchase
and replacement of vehicles and appropriations.
The Operating Budget Policies on Page 9-6, Revenue Policies, and
Reserve Policies, and Debt Policies were carefully reviewed by
the Council Members and no changes were made.
The Council also discussed several major expenditures that the
City must consider within the next year.
Council Members reviewed the fact that funds would be needed for
the following projects:
1. Lake Winona Bridge, approximately $80,000
2. Replacement of Lift Stations # 21 and 9, $160,000
3. Paying off 1982 bonds for the sprayfield, $700,000
4. Seminole Well Housing, $50,000, and
5. The possible purchase of the Sunderman Grove, $275,000
There was much discussion on sources of funding for these various
projects and the fact that the City had received an offer at 4:00
on the afternoon of March 18, 1985 to purchase the Sunderman Grove
for $275,000. It was decided that no action would be taken on this
offer until after such time when discussions can be held with the
City Engineer on future locations for the treatment plant.

The City Manager explained to the Council that he would be out of
town for the next several days, but would be attending next Tuesday's
Council Meeting. He stated that if at all possible, he would set
up a Workshop next Monday night from 7-9:00 p.m. for the Council to
discuss with the City Engineer whether the treatment plant should
be constructed on the east side of the City or whether expansion
should continue at the present location.
The City Manager explained that on Page 1-3 of the Comprehensive
Plan under Policy A, it was discussed setting a new Agricultural
Density which would limit development to one dwelling unit per acre.
It was suggested that since the City would have no true agricultural
areas within the City, that it may be best to change the terminology.
Instead of using the words "Agricultural Zone" or Agricultural Density",
it was suggested that the words "Rural Residential" be substituted for
"Agricultural". The Council had no objections to making this change.
