04-20-1999 Special Meetingw N CITY OF CLERMONT MINUTES SPECIAL PLANNING AND ZONING COMMISSION MEETING APRIL 20,1999 The meeting of the Planning & Zoning Commission was called to order Tuesday, April 20, 1999 at 7:00 P.M. by Vice Chairman Elaine Renick. Members present were Joseph Janusiak, Charles Forth, Matt Modica, Wanda Andrews, Misty O'Bar and Bill Rauch. Members absent were Robert Smythe and Michael Floyd. Also attending were Barry Brown, Principal Planner and Mimi Ogden, Planning and Zoning Specialist. Vice Chairman Renick announced for the record that a number of the members have had ex pane communication with representatives from Jaymark Builders and Developers. Members acknowledging ex parte communications with Jaymark representatives were Vice Chairman Renick, Matt Modica, Wanda Andrews, Misty O'Bar and Bill Rauch. Principal Planner Brown explained to the Commission that the purpose of this meeting is to review and discuss the annexation amendment to the Comprehensive Plan. The purpose of the amendment is to 1) to recognize the annexation of 2,367.3 acres of property into the City between February of 1996 and March of 1998 and to assign land use designations to those properties; 2) to create two new land use classifications for two mixed-use projects, Kings Ridge DRI and the Lost Lake Reserve project; and 3) to create two new land use districts and to revise land use district language. Principal Planner Brown noted that Table I included in the Commissions packet shows an inventory of the annexed properties. Mr. Brown briefly explained which properties listed on Table I have already received approval for development. Of the 2,367 acres listed in Table I, only 124 acres have been assigned densities greater than what they had when they were in the County. Table II is the two new mixed-use land use classifications. Mixed-Use Classification I is specifically designed for Kings Ridge. The range for each land use is fairly narrow, which was done due to the fact that this is an already approved DRI, consequently the land uses are already known. A small percentage for deviation from the approved DRI densities has been added, should the DRI be amended a comprehensive plan amendment may not be necessary. Discussion followed regarding Table 2 which indicates a maximum permitted land area for recreational as 10%. Member Wanda Andrews stated that she would support changing this to a maximum of 25%. Member Misty O'Bar suggested that the minimum land use area for recreation be changed to 1% from 0%. Principal Planner Brown explained regarding Appendix "A" that the UD-2 Land Use District has been amended to include #9 single family detached residences and the UD-? and UD-9 Land Use Districts are two new Future Land Use Districts. W CITY OF CLERMONT ~.J MINUTES SPECIAL PLANNING AND ZONING COMMISSION MEETING APRIL 20,1999 Page - 2 - Members Elaine Renick, Wanda Andrews, Misty O'Bar and Matt Modica expressed their concerns with the UD-2 Land Use District including multifamily. Principal Planner Brown explained that the multifamily is an already allowed use within the UD-2 district, the amendment is simply to allow single family residential. Discussion followed regarding the legal process that may need to be taken to remove a use from a Land Use District, such as notification to the property owners that would be affected by such a change. Members stated they would suggest UD-7 be changed to state no timeshare units will be allowed and that "tourist accommodations" be clarified. Principal Planner Brown explained Table 3 -Projected Buildout of Annexed Properties, Table 4 - Project Potable Water Demand, Table 5 -Projected Sanitary Sewer Demand, Table 6 -Projected Solid Waste Demand and Table 7 -Projected Recreational Facility Demand. Member Wanda Andrews stated that she would like the City to include skateboard parks in their recreational amenities. Principal Planner Brown explained Exhibit "B" Transportation. Mr. Brown explained that when the northeast transportation study is done more information will be available as to the road improvements that will be necessary in the future. Principal Planner Brown explained Appendix "C" which includes the proposed language for the UD-9 Future Land Use District, which is the land use district for the Lost Lake Reserve project. The total number of units for the project is 1,108 dwelling units which averages 4 units to the acre for that portion of the project designated as residential, which is consistent with the annexation agreement that was approved by the City Council. Approximately one-half of the units are single family and one-half are multifamily. Mr. Bob Whidden explained the topography of the land. Member Wanda Andrews stated that she would like to see a topographical map showing the existing grade of the property and also the site grading plan of the project showing the proposed finished grades. N CITY OF CLERMONT MINUTES SPECIAL PLANNING AND ZONING COMMISSION MEETING APRIL 20, 1999 Page - 3 - Mr. Whidden explained that the Site Review Committee has been provided with grading plans which they have reviewed and approved. Mr. Whidden explained that Citrus Tower Boulevard will be extended south of Highway 50 through the Lost Lake Reserve project to connect to Highway 27 and Johns Lake Road will also be extended from Hancock Road to Highway 27. Mr. Whidden gave a synopsis of the project and explained the reasoning behind the design and layout of the project. Discussion followed regarding landscaping and roadway designs. Regarding 3.5.1.3.4.5.1 on Page 20 of the proposed UD-9 Land Use District, Member Wanda Andrews stated that she felt the minimum of twenty (20) foot separation between buildings should be increased. Principal Planner Brown explained that the exact distance between the buildings could be regulated by the PUD which would come before the Commission at a later date. After further discussion, Principal Planner Brown suggested that "and be separated from other structures by at least 20 feet except where connected by walkways" be deleted from paragraph 3.5.1.3.4.5.1. After further discussion the Commission agreed to this revision. Policy 4.3.1. on page 26 of the proposed UD-9 Future Land Use District was changed to state the "developer shall be required", omitting the first use of the word parking lots. A motion was made by Misty O'Bar to recommend approval of the annexation amendments to the Comprehensive Plan to the City Council, with "and be separated from other structures by at least 20 feet except where connected by walkways" being deleted from 3.5.1.3.4.5.1. of UD-9 and 4.3.1 of UD-9 being changed to state "the developer shall be required".
