03-04-1985 Workshop Meeting e e CITY OF CLERMONT MINUTES WORKSHOP MEETING March 4, 1985 A Workshop Meeting of the City Council of the City of Clermont was held on Monday, March 4, 1985. The Meeting was called to order at 7:00 p.m. by Mayor Pool with the following Council Members in attendance: Council Member Huff, Council Member Henry, Council Member Cole and Council Member Turville. City Manager George Forbes was also present. Mayor Pool explained that the purpose of this meeting was to discuss the drainage and solid waste elements of the Comprehensive Plan. DRAINAGE The City Manager passed out a recent article that appeared in the "0rlando Sentinel" reporting that Lake Lowery may drain southward. Council Member Turville discussed that one of the biggest problems in the drainage area for the Palatlakaha chain of lakes is that in Polk County the residents around Lake Lowery were trying to divert the drainage west, away from our chain of lakes, instead of allow- ing the flow to follow its normal northerly route. He further explained that this actually was a losing proposition because in order to refill Lake Lowery when the water is too low, they wished to take the water from the northern end and drain it south into Lake Lowery. Council Members discussed the fact that they would keep a close watch on this situation. Council Member Turville stated that he would call the Lake County Water Authority to see what was being done concerning this matter. Page 7-10 of the Drainage Element was carefully reviewed, followed by the remaining pages of this element. The regulatory requirements and recommendations also were reviewed. There were questions on the City's Flood Regulations, and these were explained by the City Manager. The Council also reviewed the drainage projects listed in the 1981 Capital Improvements Plan. City Manager Forbes then explained the four major drainage projects being considered at this time. These consist of the Oak Drive drain which eventually will be tied into the drainage system being constructed by Cardinal Homes, the moving of a storm drainage system which is located under a Williams Steel Building, a drainage problem in the Chain of Lakes area, and a drainage problem at Lake Sunnyside. It was further explained that the Lake Sunnyside problem had been resolved, since now we were receiving an easement over an existing City storm sewer line in return for allowing the owner of the prop- erty to construct a driveway over the easement area. Mr. Forbes stated that numerous improvements had been made to the storm drain- age system in Clermont, and each one was explained. There were no changes in the drainage system portion of the Comprehensive Plan. SOLID WASTE Council Members reviewed Pages 7-14 and 7-15 of the Solid Waste portion of the Comprehensive Plan. Each recommendation was reviewed and the City's garbage collection program discussed. Much discussion ensued regarding front yard vs. rear yard collection, and the City Manager gave each Council Member projected 1985-1986 budget figures based on four different collection options. It was the consensus of the Council to place this item on a Council Agenda for further discussion. There also was much discussion about the possibility of having a citizens' survey conducted on whether front yard collection should be considered. The majority of the Council felt Clermont citizens would rather stay with the rear yard collection, since there only would be about $1.13 difference between front and rear yard collection.
