WORKSHOP MEETING
February 18, 1985
A Workshop Meeting of the City Council of the City of Clermont was
held Monday, February 18, 1985 in the City Hall Conference Room.
The meeting was called to order by Mayor Pool at 7:00 p.m. with
the following Council Members present: Mayor Pro Tem Turville,
Council Member Huff and Council Member Cole. Council Member
Henry was absent due to a prior commitment. City Manager George
Forbes was also present.
Mayor Pool explained that the purpose of this meeting was to review
the Conservation and Electric Utilities Elements of the proposed
Comprehensive Plan.
CONSERVATION ELEMENT
The Council Members carefully reviewed this Element and discussed
the fact that many POllutants, such as air pollution, are beyond
the control of local government and require a State or Nationwide
effort. The practicality of the City being involved in such efforts
also was discussed. Each page of this Element was carefully reviewed,
and it was the consensus of the Council Members present that the
following amendments be made:
1. On Page 5-2 under Policies, Item 1 was changed to read "Support
the development of standards that strive for improvement of air
and water quality. This must include constant awareness and
scrutiny of county, state, federal and independent studies of
upper air currents and their dispersion of pollutants. It
follows, therefore, tha.t local officials must become involved
in definition and enforcement of control methods of these
pollutants II.
2. On Page 5-3 under Policies, Item 3 was changed to read "Resist
artificial control of lake levels and wetlands tailored to
environmentally hazardous developmental proposals".
3. On Page 5-3 under POlicies, Item 9 was changed by deleting
the words "and adjacent to" in the first sentence.
4. On Page 5-3 under Policies, Item 10 was changed by deleting
the words "discourage" and "destruction" in the first
sentence and replacing them with "encourage" and "preservation".
5. On Page 5-4 under Policies, Item 12 was changed by deleting
the words "impact statements" and replacing them with the
word "studies".
6. On Page 5-4 under Soil Conservation POlicies, Item 2 was
changed to read liTo discourage intensive development in
areas containing significant soil limitations".
7. On Page 5-5 under Soil Conservation Policies, Item 4 was
changed by deleting the words "and zoning regulations".
There was much discussion regarding the conservation of our water-
ways, and the proposed development on the north side of Lake Minneola
called Minneofa Harbor. The possibility of annexing this land and
all property leading to it was examined. The fiscal impact of the
annexation and writing a letter to the property owners was discussed.
The Council then requested the City Manager to investigate the number
of property owners on 561 between Clermont and the proposed develop-
ment. Richard Huff as liaison to the County Board of Commissioners
will obtain a copy of the County Commission Meeting Minutes when
this project was discussed, and update the Council on the status of
the project.

ELECTRIC UTILITIES ELEMENT
Each page of this Element was reviewed, and it was discussed that
this Element had been reviewed by Florida Power Company Officials.
Florida Power's 1983 site plan demonstrates that they have the
capacity to serve the projected growth in the Clermont area.
Council Member Huff questioned the City's Policy requiring distri-
bution lines to be located underground. It was explained that
this is already required in the City's Subdivision Ordinance.
Encouraging energy efficient homes and the fact that a State Law
adopted about three years ago which sets standards for energy
efficient homes were reviewed.
Council Members also reviewed the Energy Forcast Charts of this
Element.
No changes were made in this Element.
The meeting adjourned at 8:35 p.m.
