CITY OF CLERMONT WORKSHOP MEETING February 11, 1985 A Workshop Meeting of the City Council of the City of Clermont was held Monday, February 11, 1985 in the City Hall Conference Room. The meeting was called to order by Mayor Pool at 7:00 p.m. with the following Council Members in attendance: Council Member Huff, Council Member Henry, and Council Member Turville. Council Member Cole was absent due to illness. City Manager Forbes was also present. TRANSPORTATION ELEMENT The Council Members carefully reviewed each page of the Transporta- tion Element of the Comprehensive Plan. There was much discussion concerning the difference between major arterials, collector streets, and local streets. Council Member Turville expressed his concern about these definitions and how they related to the rest of the Transportation Element. Council Members discussed the Action Plan for the City of Clermont in detail, and each section under the Action Plan was carefully reviewed. Much discussion of Item B. (4) on Page 3-5 ensued. It was the consensus of the Council that it would not be pratical to construct Osceola Street from Eighth to Twelfth Street, so this item was deleted. The Council believed that if Minneola Avenue was improved to East Avenue, it would eliminate the need to pave Osceola from Eighth to Twelfth. Under "Improvement of Existing Streets", Item 1 there was much discussion concerning upgrading Minnehaha Avenue. It was the consensus of Council that Minnehaha Avenue from Fifth Street to the US 27 Service Road should not be widened at this time. The Council believed that the area is already primarily built-up and serves the needs of the community. Much concern was expressed that if streets like Minnehaha Avenue were improved, they would only serve to act as major collectors or arterials for people that do not live in the vicinity of the street~ and could actually create a problem that does not exist. It was the consensus of Council that on Page 3-5, Item 1 under "Improvement of Existing Streets" would be deleted. There was also much discussion on existing hazardous intersections, and that the topography of Clermont lends itself to numerous hazardous areas. The City Manager stated that each year the Police Department would be compiling traffic accident statistics to help with this matter. On Page 3-6 under "Other Recommendations", paragraph five regarding additional bus stops was deleted. The Council felt this item was an impractical request at this time. Pages 3-8, 3-9 and the traffic data from the Department of Transportation were also reviewed. It was requested that Page 3-9 be amended to reflect the changes listed above. RECREATION AND OPEN SPACE ELEMENT This element was carefully reviewed by all Council Members. It was explained that a main goal of the City was to provide readily available recreation facilities for all citizens of Clermont. Much discussion ensued regarding the fact that the National Recreation and Parks Association standard is that a city should have ten recreational acres per 1,000 population. Most Council Members viewed this figure as high, but it was also discussed that Clermont has to provide recreational facilities for County residents too. The main element of the Cityls recreation plan is that the City should conduct recreation surveys to find the types of facilities which are needed, and then develop a capital i~provement plan along those lines. Most Council Members agreed that the C1ty should make a better effort to identify existing area parks. The ..... . . WORKSHOP MEETING February 11, 1985 Page -2- area on East Avenue and Park Street was singled out as a large open space on which picnic tables and a sign could be placed to let Clermont citizens know it is available for their use. It was also discussed that the Parks and Recreation Board should assist the Council with setting priorities for recreational needs in Clermont. These would then be reviewed by Council and made part of the Capital Improvements Plan. The Cityls existing recreational facilities were also discussed, as was the proper name for "Peter Pool Park".
