MINUTES
WORKSHOP MEETING
February 4, 1985
A Workshop Meeting of the City Council of the City of Clermont was
held Monday, February 4, 1985 in the City Hall Conference Room. The
meeting was called to order by Mayor Pool at 7:00 p.m. with the
following Cou~cil Members present: Council Member Henry, Council
Member Cole, Council Member Turville, and Council Member Huff. Also
present were City Manager Forbes and two County residents, Mr. and
Mrs. Phillips.
Mayor Pool asked Mr. and Mrs. Phillips if they had any statements
to make, and they stated that they had.nothing to say, but were
present to listen.
LAND FOR PUBLIC TRUST
The City. Manager made a brief statement concerning the non-profit
organization called Land for Public Trust. He further stated that
he would be sending this organization a letter requesting help in
purchasing the railroad right-of-way in Clermont, if there were no
Council objections. The Council Members stated that they had no
objections to sending such a letter, as long as the organization
would not be competing with the City.
MINNEOLA COMPREHENSIVE PLAN
In addition, Council Member Turville stated that he felt it would
be a good idea if the City obtained a copy of the Minneola Compre-
hensive Plan for reference, because many of the topics being dis-
cussed share common borders with Minneola.
RECREATION
Council Members briefly discussed the Recreation and Open Space
Element of the Comprehensive Plan with regard to the fact that
the City needed to find a twenty acre site for a Recreational
Complex. It was discussed that possibly the site northeast of
the Citrus Tower would be good.
LAND USE ELEMENT
Council Members began discussing the Land Use Element on Page 1-7,
which is where they left off during the previous Workshop. It was
explained that Item No. 5 on this page would be changed to a 7%
slope, as would Item E on Page 1-8 to make what the City considered
a steep slope consistent throughout the Land Use Element.
INDUSTRIAL DISTRICT STANDARDS
Page 1-8 and the City's Industrial District Standards were also
discussed in detail. Council Member Huff discussed his ideas that
industrial development need not always take place in industrial
parks. It was pointed out that the Industrial District Standards
give the City flexibility in this matter since it states that new
industrial development should be encouraged only in planned indus-
trial parks or sites designated on the City Land Use or Zoning
Maps.
Page 1-9 was considered next, and Council Member Turville asked
for clarification of the difference between the City's Urban Area
Map and Area of Interest Map. It was explained that they were
two different maps and the boundaries could be changed at any time.
On Page 1-10 the Council Members agreed that any population projections
would have some inaccuracies~ and it was the consensus of the Council
to leave the page as it is, but have it updated every five years.

There was much discussion on Page 1-12, The Physical Limiting Factors
Map. The City Manager stated that he had requested the City Engineer
to present the City with a map showing all areas in the City with a
slope greater than 7%. Since all Council Members agreed that
Illustration 3-1 was not totally accurate, it was decided that the
entire map should be deleted from the Land Use portion of the Compre-
hensive Plan. The Council believed that it would be easy enough to
figure out a a slope greater than 7% when surveying was done on the
property, and the City already has maps on flood prone areas.
HOUSING ELEMENT
This element was also reviewed by the Council. There was much discus-
sion on Page 2-3 concerning the fact that it states that 38% of all'
Clermont' families fall into the low income category. Council Member
Turville stated that figure does not take into consideration that a
high percentage of Clermont residents are retired. It was discussed
that Page 2-3 would be amended by the addition of a sentence under
the Economic Characteristics heading. The third paragraph under
this heading was then changed. After the words..."38% of all families
in Clermont fall in the low income category" the following was added
"However, this does not take into consideration that about 23% of the
City's population is retired".
The second paragraph under Item III. "Analysis of Future Housing Needs"
on Page 2-4 was considered in great detail, and the Council decided that
the number of units needed by the year 2000 was highly inaccurate. The
City Manager was directed to revise these figures and bring them to a
future workshop meeting for further consideration.
Page 2-5, Item #6 was also discussed in detail. After the State
reviewed the City's Draft Comprehensive Plan, a letter was sent
informing the City that they felt the objectives of the City's
foster and group home care facilities did not meet the intent of
the State guidelines. The guidelines for zoning and special
community housing issued by HRS were also reviewed in detail.
It was the consensus of the Council to revise Item #6 as follows:
"Foster care facilities licensed by the State should be allowed
in all Residential Districts as a permitted use. Group home
facilities and residential centers will be encouraged in appro-
priate locations in R-3 Residential/Professional or Commercial
Zones by following the Conditional Use Permit standards of the
Zoning Ordinance. Foster care facilities are defined as foster
homes licensed and supervised by HRS in which the residents
are living as a single housekeeping unit and contain not more
than five other residents (excluding the foster parents) in the
home whether they are a part of the family, HRS clients or a
combinaton of both. This applies to children or adults".
YMCA
Mayor Pool brought up several issues concerning the possibility of
leasing the Highlander Hut to the YMCA and allowing them to build
a swimming pool on the site. It was the consensus of the Council
that concrete figures should be brought to them before any decision

could be made, and the best site for a pool would be at the High
School.
