WORKSHOP MEETING
January 28, 1985
A Workshop Meeting of the City Council of the City of Clermont was
held Monday, January 28, 1985 in the City Hall Conference Room.
The Meeting was called to order by Mayor Pool at 7:00 p.m. with
the following Council Members present: Council Member Turville,
Council Member Henry, Council Member Cole, and Council Member Huff.
LAND USE ELEMENT OF THE COMPREHENSIVE PLAN
CENTRAL BUSINESS DISTRICT
The Council discussed that the purpose of these Monday Workshops
would be to review the City's Draft Comprehensive Plan. The Land
Use Element was discussed in detail. There was much discussion on
the contents of Page 1 concerning the Central Business District and
the fact that retail stores should be encouraged on the ground floor.
Churches located in the Central Business District were discussed in
great detail with Council Member Huff recommending the possibility
of the City restricting Churches from locating within 500' of a
bar. Much discussion ensued concerning the fact that Churches are
a permitted use in C-2 Zones. It was the general consensus of
Council that Churches be made a Conditional Use, even in a C-2
Zone. It was requested that the City Staff look into this matt~r
when the Zoning Ordinance is revised.
RECREATION FACILITIES
Mayor Pool noted that Section l-F of the future Land Use Element
stated that recreation facilities are inadequate in Clermont, and
he then briefly explained a proposal presented to him by the local
YMCA. They wanted the City to lease the Highlander Hut Building
to them so they could put an addition on the building and build
a swimming pool on the property.
PHYSIOGRAPHIC AND LAND USE COMPATIBILITY
The physiographic and land use compatibility items on Page 1-2
were discussed in detail. It was brought up that Mr. Fosgate
owns a tremendous amount of property east of the City Limits,
and may wish to develop it for a sand mine. It was the consensus
of the Council that this would be detrimental to the future growth
of the City, and that this area should be carefully monitored.
Council Member Huff expressed his concern about all property annexed
into the City being automatically zoned R-lA. The possibility was
discussed in great detail of allowing property to be annexed and
also rezoned to its highest and best use at the same time, with the
adoption of the Future Land Use Element of the Comprehensive Plan.
The Council also discussed the possibility of requiring Conditional
Use Permits for mUlti-family developments which exceed twelve units,
instead of the present 24 units or more. It was the consensus of
Council that the City's Zoning Ordinance should be revised to reflect
this.
MEDIUM DENSITY RESIDENTIAL STANDARDS
There was much discussion about what constituted a major thoroughfare
collector street (Page 1-4). It was the consensus of the Council to
amend Medium Density Residential Districts Item #1 to read: "Areas
comprised of large undeveloped lots, particularly those located adja-
cent to collector thoroughfares". The only difference being that the
words "major thoroughfares II were changed to "col1ector thoroughfares".

What constitutes a "steep slopell and the Cityls standards for an
environmentally hazardous site also were discussed in great detail.
Much discussion ensued concerning the fact that it would be technically
feasible to build on steep slopes, but it was questioned as to whether
this was the proper land area for such development. It was the consensus
of Council to use a 7% slope, or a slope that exceeds 7% to be deemed a
"steep slope", and that the same percentage would be used when determining
a "steep slope" for commercial and industrial purposes.
INDUSTRIAL PARKS
Limiting industry to industrial parks was also disussed in detail.
Council Members spoke about the fact that this was the current philosophy
most cities were using, but that there still could be industrial develop-
ment outside of industrial parks that was aesthetically pleasing.
CONCLUSION
Council Members discussed Pages 1-1 through 1-8 of the Draft Compre-
hensive Plan during this meeting, with the following changes being
made:
1. On Page 1-2 the last sentence in Paragraph B.
Physiographic was changed to read: "Table 3-1
illustrates some areas with these limiting
factors". The word IIsomell was added.
2. The words "major thoroughfare II were changed to
IIcollector thoroughfare II on Page 1-4 Medium
Density Residential Standards.
3. It was decided that 7% would be the cutoff point
when considering "steep slope" for a construction
project. Page 1-7, No.5 and Page 1-8, Item E
were changed from a 5% slope to a 7% slope.
The Council directed the City Manager to look into the possibility
of having a new aerial photograph made of the City of Clermont.
A second Workshop Meeting will be held Monday, February 4, 1985
from 7:00 - 9:00 p.m. in the City Hall Conference Room.
The meeting adjourned at 9:05 p.m.
