09-20-1988 Workshop Meeting e e CITYOF CLERMONT MINUTES WORKSHOP MEETING September 20, 1988 A Workshop Meeting of the City Council of the City of Clermont was held Tuesday, September 20, 1988 in the City Council Chambers. The meeting was called to order at 6:00 p.m. by Mayor Pro Tem Turville with the following Council Members in attendance: Council Member Dupee, Council Member Cole and Council Member Huff. City Manager Saunders was also present. LAKE COUNTY LEAGUE OF CITIES Environmental Protection Resolution The first item to be discussed was a resolution proposed by the Lake County League of Cities supporting the continued protection of Lake County's environment, specifically the support of the St. Johns River Water Management District which intends to cause the muck farms along Lake Apopka to move to zero discharge and on-site retention. It was the consensus of the Council Members present that our representative to the League of Cities, Mrs. Dupee, should vote in favor of this resolution at the next League meeting. Citizen Award Program Also discussed was a request by the League for the cities to recom- mend a person as judge for the Citizen Award Program sponsored by the Lake County League of Cities and the Orlando Sentinel. After some discussion of this request, it was the consensus that Bonnie Homan Ray would be a good candidate and that her name should be submitted. Mayor Pool entered the meeting at approximately 6:30 p.m. and was updated on the matters discussed prior to his arrival. CABLEVISION FRANCHISE REQUEST City Manager Saunders stated that he had received a letter requesting a franchise for cable service within the city limits of Clermont from American Cablevision, and that he would be meeting with representatives of the cable company on Wednesday to discuss their plans for the City. Council Member Huff asked if the company had the financial ability to serve the City. Mr. Saunders stated that he would request a Financial Statement from the company for the City's review and try to obtain as much information as possible concerning the company before any formal meeting. CENTER LAKE PUMP City Manager Saunders stated that during the recent heavy rains it was necessary to temporarily re-install the pump at Center Lake in order to pump down the lake to protect the Lift Station located on its northern shore and to prevent flooding of Eighth Street and West Avenue. e e CITY OF CLERMONT MINUTES WORKSHOP MEETING September 20, 1988 Page -2- It was further explained that the permanent pump had been removed at the request of Council, but that another one should be installed in case of future emergencies. It was the consensus of Council to install a new pump at a higher elevation to eliminate pumping the lake just to protect the pump as had been experienced in the past. LAKE COUNTY POLLUTION CONTROL It was reported that as requested, Lake County Pollution Control had been testing the City's lakes in order for the City to put together a plan for protecting the lakes from pollutants. The testing has indicated a very high reading of fecal coliform bacteria in Sunset Lake. It was indicated that the two most likely sources of this bacteria would be from an old septic tank system near the lake or from a broken sewer line. The Council was informed that only one test had been Lake County Pollution Control, and that the City had additional tests for verification of their results. be installed prohibiting swimming and fishing in the the problem is resolved. taken by already taken Signs will lake until SEWAGE DAMAGE ON SUNNYDELL DRIVE DUE TO SEWER BACKUP City Manager Saunders updated the Council on the damage caused to homes on Sunnydell Drive due to a sewer backup in the area. After considerable discussion of the unfortunate incident, it was recom- mended that the City investigate the possibility of a on-going maintenance program for the cleaning of sewer lines to prevent future problems from happening in other areas. City Manager Saunders further explained that the majority of the expense for clean-up and repairs will be covered by the City's insurance, but certain items, such as carpet, would be depreciated. The City Manager recommended that the City pay the difference be- tween the insurance settlement and actual cost of replacement. It was the consensus of Council to reimburse the home owners the dif- ference since the problem was entirely the City's. PROPOSED TWELFTH STREET RECREATIONAL PARK The City Manager explained the grant program the City was enterinA into in order to develop the site. A maximum of $120,000 of grant money can be requested, but it would require a commitment from the City of $240,000. It was reported for next year the City will receive revenues of approximately $200,000 from the infrastructure tax that has not been appropriated and which could be used for this project. The additional $40,000 could come from Reserves. It was also explained that once the grant has been awarded, the City e e CITY OF CLERMONT MINUTES WORKSHOP MEETING September 20, 1988 Page -3- would have to formally accept the grant, which would be the final commitment of funds to the project. A Resolution would be placed on the next Council agenda authorizing staff to proceed with the grant application for the maximum grant. The facilities planned for the park which will be included in the conceptual plan were then reviewed by Council. After considerable discussion of the proposed park, it was the consensus of Council to place the Resolution on the next agenda for consideration. The Council indicated their total support for the project. LAKE MINNEOLA BOAT RAMP REGULATION DRAFT ORDINANCE City Manager Saunders gave each Council Member a draft copy of an ordinance regulating the use of the Lake Minneola boat ramp. The ordinance would not eliminate fishing tournaments, but would regu- late use of the boat ramp facilities for such popular events. Regulations are needed to prevent future conflicting events and to allow those not participating in a tournament use of the ramp. After discussion of the proposed ordinance, it was the consensus of Council to place this item on the agenda of the October 11, 1988 Council Meeting. PROPOSED TREE ORDINANCE Each Council Member also was given a draft copy of the City's proposed Tree Ordinance for review. The ordinance will be thoroughly discussed at a future Workshop.
