08-23-2007 WorkshopCity of Clermont MINUTES COUNCIL WORKSHOP AUGUST 23, 2007 The Clermont City Council met in a workshop on Thursday, August 23, 2007 in the Council Chambers at City Hall. Mayor Hal Turville called the workshop to order at 6:00 pm with the following Council Members present: Council Members Mullins, Goodgame, and Hogan. Other City officials present were: City Manager Saunders and City Clerk Ackroyd. Council Member Berlinsky was absent. Jim Purvis voiced concern about the appearance of Lake Dot and Center Lake. Council discussed retention and the possibility of placing a fountain in the lake with lights. Jim Purvis expressed disappointment with signs since the new sign ordinance was passed. City Manager Saunders noted the citation system is working as the number of signs has decreased. Jim Purvis noted concern regarding emergency responses to accidents due to fragmented streets in city and county. City Manager Saunders stated the City has tried to have Lake County agree to a boundary to serve outside of the city limits and have declined the offer in the past. There are sections of roadway on Highway 50 west that is not in the city limits that we could annex that portion where we have limits on the north or south side which would allow the City to receive the primary call to respond. Council was in agreement to annex segments of roadway surrounded by city limits, specifically noting Highway 50, Hancock Road and Highway 27. Jim Shira, President of Clermont Downtown Partnership, requested having a Farmer's Market on October 7, 2007 as part of the arts and crafts festivities. Mayor Turville and Council agreed to let them try it. It will be placed on the next agenda. Steve Newman, Elks Club, noted there will be a Poker Run that weekend and Cross point Church will be using their parking lot on October 7. Cheryl Fishel, Event Coordinator for Pig on the Pond noted the event will be held on March 7 and 8, 2008. She requested an expansion to the beer garden from the previous year's event. Council did not agree on any particular option and suggested the request be placed on a Council meeting agenda for the Council to vote on. Marvin Jacobson, President of HARP Recreation Club, questioned the status of a senior center. Mayor Turville remarked that a senior center is not being planned however the new community center will have daily activities. Mayor Turville asked Mr. Saunders to send a staff member to talk to the group. City Manager Saunders reviewed a list of proposed Land Development Regulation amendments before finalizing a proposed ordinance for a future Council meeting agenda. Council and staff discussed the proposed library/office project at the corner of Montrose Street and Lake Avenue. Mayor Turville requested staff verify if Bob McKee is still interested in having an office there. 1 City of Clermont MINUTES COUNCIL WORKSHOP AUGUST 23, 2007 The Council discussed the possibility of having a 4`h of July fireworks event. The Light up Clermont event will be held on December 7 and 8 this year. Kat Hiatt has decided not to provide services for the Halloween event at Jenkins; therefore, the City will not be having it this year.
