10-18-2007 WorkshopCity of Clermont MINUTES COUNCIL WORKSHOP OCTOBER 18, 2007 The Clermont City Council met in a workshop on Thursday, October 18, 2007 in the Council Chambers at City Hall. Mayor Hal Turville called the workshop to order at 6:00 pm with the following Council Members present: Council Members Mullins, Goodgame, and Hogan. Other City officials present were: City Manager Saunders and City Clerk Ackroyd. Council Member Berlinsky was not present. Matt Modica was present to discuss long range plan ideas for Bishop Field. Council suggested waiting until after January to determine where to apply funds. Staff recommended having another workshop at that time for further discussion. The Council selected the `Spanish Tile' shingle to re-roof the Depot. Staff will plan to have a workshop with the Historical Society to discuss the floor plan of the Depot. Council Member Goodgame suggested having red light cameras. City Manager Saunders reported that the Secretary of the Florida Department of Transportation (FDOT) issued a statement of which they researched and their opinion is that red light cameras are illegal and will not maintain on state maintained roads. Staff suggested increasing traffic enforcement. Wally Herda voiced concern with a tree trimming company using his area. City Manager Saunders explained that Progress Energy hires someone to come in periodically; they have a Conditional Use Permit however no parking is allowed and have been told they cannot park at that location. Wally Herda questioned the remainder of the debris from the contractor of the Bloxam Road project. Mr. Saunders noted the contractor removed all of the debris on the October 16 and then yesterday brought in new debris. The contractor was contacted again today and will remove the rest of the debris tomorrow. As far as the lime rock, it will be there until the end of the month. Terry Felder, 1325 West Avenue, questioned only having one street sign for West Avenue. City Manager Saunders stated the cross streets are only posted on one side of the intersection as FDOT only marks one side of Highway 50. Jim Purvis, Code Enforcement Chair, requested Council place on an agenda to review the Code Enforcement Boards effectiveness and efficiency in the past year under the new system versus the old system. Council believes the discussion would be more appropriate at a workshop. City Manager Saunders noted the Code Enforcement Board Attorney and Officers would also be present at the workshop as well as the entire Code Enforcement Board. Terry Felder stated she is leaving the Code Enforcement Board and recommended a replacement. Council Member Goodgame proposed the Fire Department begin charging a service fee for attending accidents on the roads. There was not a consensus from the Council to pursue, at this time. City Manager Saunders recommended a fee if it is an extraordinary circumstance such as a toxic chemical spill. 1 City of Clermont MINUTES COUNCIL WORKSHOP OCTOBER 18, 2007 Council Member Mullins suggested having a visioning workshop with a small group to discuss long term plans. City Manager Saunders requested scheduling an all day retreat to discuss future issues after January. Council Member Goodgame questioned cemetery improvements. Mr. Saunders noted City Clerk Ackroyd is working on this project and will bring to Council in December. Jim Purvis asked about annexing parts of roadway throughout the City. City Manager Saunders stated staff is still working on it however there are legal issues with FDOT objecting to the City annexing. Staff provided a summary list of revisions to Ordinance 355-C of the Land Development Code. Council Member Goodgame voiced concern with parking spaces. City Manager Saunders suggested removing this item from the Ordinance and return at a later time with more Land Development Regulation modifications. ADJOURN: With no further comments, the workshop was adjourned at 7:35pm. 2
