WORKSHOP MEETING
August 9, 1988
A Workshop Meeting of the City Council of the City of Clermont was
held Tuesday, August 9, 1988. The meeting was called to order at
5:45 p.m. by Mayor Pool with the following Council Members in
attendance: Council Member Dupee and Council Member Huff. City
Manager Saunders was also present.
SOUTH LAKE COUNCIL FOR THE ARTS FUNDS REQUEST
City Manager Saunders stated that the South Lake Council for the
Arts had requested $1,575 for performances they plan to promote
for the next budget year. It was explained that at present $700
was budgeted and this was the money which remained in their
account for the current year.
After discussion of this request, it was the consensus of Council
to budget $1,575 for future performances.
Council Member Cole arrived at 6:00 p.m.
DEPARTMENT HEAD SALARIES
Each Council Member was given a list of proposed salaries for all
Department Heads. After some discussion of the proposed salaries,
it was agreed that Finance Director Van Zile's salary should be
adjusted to $35,000 and that the City Manager should receive the
4.5% cost of living increase plus a 3% merit increase. The other
Department Heads salaries per the schedule will remain the same.
PUBLIC WORKS DEPARTMENT CAPITAL OUTLAY
Mr. Saunders referred the Council back to to Public Works Department
capital outlay requests to clarify that the fencing proposed for
Bishop Field did not include the exterior outfield fences. The pro-
posed fence was for the backstop and the interior fencing, all of
which are in disrepair.
LAKE COUNTY WORKSHOP ON BOAT RAMP IMPROVEMENTS
City Manager Saunders informed the Council that Lake County would be
holding a Workshop on boat ramp improvements throughout the County,
and they were requesting input from all of the cities as to what
improvements need to be made in their areas.
Several years ago improvements were made to the Jaycee Beach boat
ramp area when the breakwater was installed, but it was never completed
according to plans due to a lack of funds. The original plan was to
take the breakwater farther out into the lake, make a turn back to the
northeast, which would protect the ramp from wind and wave action. If
there are no Council objections, City Manager Saunders stated that the
City would propose completion of the project. It was the consensus of
Council that it would be a good idea to complete the project.
CHAMBER OF COMMERCE REQUEST FOR ADDITIONAL POWER SOURCES AT JAYCEE BEACH
It was reported that the Chamber of Commerce was requesting additional
power sources for the Jaycee Beach area for the annual Labor Day Cele-

bration. Two sources were requested, one on the east side of Third
Street and one across from the pavilion. Mr. Saunders explained that
he had discussed this request with the Chamber of Commerce and it was
determined that one new power source in the area across from the pa-
vilion would be sufficient. It was the consensus of Council to have
this installed.
At 6:40 Members of the Library Board entered the meeting. Those
present were Chris Williams, Bonnie Ray and Don Wickham.
The Board Members presented their proposed budget and explained their
budget requests which included either modified or full automation for
the library. The cost differences between the two were explained and
several questions were brought up concerning the ownership of the
central processing unit and if there were any quarantees concerning
the annual costs for operating and maintaining the system. Several
questions could not be answered by the Library Board Members, and
they asked to be given time to obtain the answers to the questions.
At approximately 6:50 Mayor Pro Tem Turville entered the meeting
and joined in the discussion with the Library Board.
The method of selecting a computer vendor, the overall need for
automation, and the areas where it would help Cooper Memorial
Library and the overall countywide system were discussed in detail.
The Library Board Members indicated that they could get the answers
within a few days and it was determined that another workshop would
be held on Tuesday, August 16, 1988, at 6:30 p.m.
The meeting adjourned at 7:45 p.m.
