02-25-2008 WorkshopCity of Clermont MINUTES COUNCIL WORKSHOP FEBRUARY 25, 2008 The Clermont City Council met in a workshop on Monday, February 25, 2008 in the Council Chambers at City Hall. Mayor Hal Turville called the workshop to order at 6:00 pm with the following Council Members present: Council Members Mullins, Goodgame, and Hogan. Other City officials present were: City Manager Saunders, Assistant City Manager Gray, Administrative Services Director VanZile and City Engineer/Utilities Director Richardson. Council Member Berlinsky was not present. City Manager Saunders discussed the purpose of the worshop was to go over employee compensation and benefits. Staff outlined the proposed employee benefit improvements. Topics included: employee recognition, group medical plan and personnel policy changes. Employee Recognition included: publishing a quartly citywide newsletter; recognize more designated "Professional Days"; mail service anniversary cards to employees; place years of service plaques in departments; bi-annual breakfast for each department and City Manager special recognition award. Group Medical Plan included: Extend adult wellness coverage; cover routine colonoscopies; cover tobacco cessation products; cover AD/HD prescription drugs for covered adults; increase covered lifetime maximum costs from $1,000,000 to $2,000,000 and provide flexible spending accounts. Personnel Policy Changes included: holiday pay policy option of time off with pay instead of cash compensation only; change mileage reimbursement policy from rate based on Florida Statutes to Internal Revenue Service regulations. It was the concensus of the City Council to place this on a City Council agenda for discussion and possible adoption. City Manager Saunders presented the employee compensation item. The city had surveyed eight cities and compared like positions with regards to salary minimums and maximums. City Manager Saunders reminded the Council that during the budget worshops over the summer, the Council directed him to bring the employee compensation issue back to them after January 2008. Mr. Saunders went over six options the council could consider and explained the purpose of each. He further stated the survey was to bring our minmum pay ranges to the average of other cities surveyed. After much discussion, the City Council agreed on option six, which is a paygrade adjustment increase for all employees whose pay rates are less than the proposed minimum for their pay grade. The Council asked to place this on an upcoming City Council agenda. ADJOURN: With no further comments, the workshop was adjourned at 7:30pm.
