such animal may not be redeemed...", and questioned the judgement
used in this type of case.
It was explained that the Animal Welfare Officer does not have any
method for destroying any impounded animal and this would have to
be done through either a local veterinary office or the Humane
Society, if those agencies determined that it was necessary.
Following a complete discussion of all of the procedu~es, it was the
consensus of Council that one of the major areas of concern was ade-
quate training for any personnel handling animals. Mrs. Parsell and
Mrs. Cook expressed their concerns that the current animal control
officer does not handle animals correctly. Mr. Saunders stated that
he would enroll the gentleman holding that position in an animal
handling course as soon as one became available.
Council Member Turville asked if there was some way the City could
use hardware cloth around the holding pens to keep rodents out of
the immediate area. City Manager Saunders stated that he would
look into that possibility, but that there would be other access
to the area if rodents wanted to get into the animal food. It
was the consensus of Council that all food should be removed from
pens not being utilized.
Following this discussion, Mrs. Cook discussed the situation of
her injured animal, and stated that she felt the City should
reimburse her for some of the medical expenses incurred, due to
the fact that the veterinarian had told her that if the dog had
been treated immediately he would not have had the serious compli-
cations that resulted.
City Attorney Baird gave his opinion of this matter and stated
that legally he felt the City had no legal obligation or liability
in the case, but if the City Council wished to reimburse Mrs. Cook
for her expenses, they certainly could do so, but it should be an
agenda item for a Regular Council Meeting. After some discussion,
City Manager Saunders stated that he would place this item on a
future Council agenda.
HILLSIDE VILLAS
Following this discussion, City Manager Saunders informed the
Council that Hillside Villas had not progressed since the meeting
where they were given additional time to get the project going.
Mr. Saunders further stated that he had met earlier in the day
with Mr. Fred Plummer who has now been contracted by Dr. Fraser
to oversee not only the construction of the buildings, but also
the infrastructure. $10,000 has been place in escrow for the
first phase of the underground construction of the water lines
which needs to be completed.
It was the consensus of Council that from this time on, the project
should be monitored on a weekly basis, and since a local cpntractor
is now involved, some progress should be made.
JOINT PLANNING AREA
Mayor Pool asked if the Council had received copies of the proposed
development plans the County has been submitting to the City for
the joint planning area. City Manager Saunders explained that he
would be including copies of those proposals in the weekly Council
packets, and if anyone had any comments, suggestions or questions

they should contact him as soon as possible. Mr. Saunders further
stated that he would be attending many of the review meetings on
behalf of the City.
