City Manager Saunders stated that he would propose an ordinance for introduction to the City Council, as presented in the materials given out, including changing the rear yard setback requirement from 25' to 20'. Mr. Saunders then briefly discussed the proposed purchase of the Oswalt property and explained that it was his opinion that the City should purchase a portion of the property at this time and apply for grant funds in September to purchase the remainder of the property. The grant program would provide $150,000 which would leave $100,000 or less debt on the property. The Council discussed future development of the property and concurred that it was important to keep as minimum of a debt as possible on the property, and to budget improvements as funds became available.
