MINUTES
WORKSHOP MEETING
January 7, 1987
A Workshop Meeting of the City Council of the City of Cermont was
held Wednesday, January 7, 1987 in the City Council Chambers.
The meeting was called to order by Mayor Pool at 9:10 a.m.' with
the following Council Members in attendance: Council Member Huff,
Council Member Dupee and Mayor Pro Tem Turville. Other City Officials
and Staff present were City Manager Saunders, Public Works Director
Smythe, Utility Director Davis, Planning Director Perlick, City Attorney
Baird and City Engineer Springstead.
Mayor Pool asked those present to introduce themselves.
City Attorney Baird explained that he and Attorney Steve Richey,
who represents the developers of the Minneola Harbors Project, have
investigated the legal ability to annex the proposed project and
have determined that the legal ability to accomplish the concept
does exist. He further explained that property along Highway 561
leading to the project would have to be annexed to make the pro-
posed project contiguous with the present city limits.
Steve Richey then presented a history of.the proposed project.
The developers have started the County PUD process, but have
placed it on hold to talk to the City about annexation.
Representatives from Canin and Associates presented an overview
of the proposed project, which will be 775 units on a total of
540 acres, with 146 acres being wetlands.
They proposed a combination of housing types including single
family lots, townhouses, condominiums, and patio homes built
around an eighteen hole golf course.
The pro~ct will be built in five to six phases, with a projected
buildout in 9 to 12 years. A portion of 56l-A will be re-aligned,
and the total project will cost ten million dollars.
Alex Hall of Professional Engineering Consultants then presented
an overview of the water and sewer plans and requirements for the
project.
Mr. Richey also explained that the reason they requested the meeting
was to see if the Council was interested in bringing the project into
the City Limits. He proposed that an agreement that reduced to writing
the responsibilities of both the developer and City would be necessary.
City Manag~r Saunders stated that if there were no objections from any
Council Member, the City Staff would meet with the developers to work
out a proposal. Many questions must be answered before the feasibility
of the annexation, on the part of the City, can be determined.
No Council Member indicated an objection to the feasibility of such a
project being studied by the City.
