12-03-1992 Workshop Meeting• • CITY OF CLERMONT MINUTES WORKSHOP MEETING December 3, 1992 A Workshop Meeting of the City Council of the City of Clermont was held Thursday, December 3, 1992 in the Council Chambers. The meeting was called to order by Mayor Pool at 7:00 p.m. with the following Council Members in attendance: Council Member Cole, Council Member Turville, and Council Member Norquist. Also piesent was City Manager Saunders. Highland Avenue Sidewalk City Manager Saunders reminded Council that at the end of the previous fiscal yeaz they had approved the construction of a sidewalk on Highland Avenue from Bloxam to Scott Street. He explained that they were unable to do the project at that time due to the additional fill and other work that was required to construct the sidewalk, along with the problem that school had already started and would interfere with the work. City Manager Saunders explained that he would like to construct the sidewalk during the Christmas holidays when school is not in session and he explained in detail the proposed construction which included fill in several areas which would raise the sidewalk to the elevation of the top of the curb. He also explained that curbing will be installed between School Street and Scott Street. Mrs. Dean's driveway will require grading and rebuilding on both sides of the sidewalk. It was the consensus of the Council to proceed with this project. Bloxam Avenue Project City Manager Saunders stated that it would be in the City's best interests to also construct the sewer main and water main at the same time that the Bloxam Avenue is constructed. He explained that it could be done by front foot assessment to the property owners located on each side of the street. After discussion, it was the consensus to include the water and sewer line construction at the time of the road construction and to proceed with the special assessments. Potential Storm Water Projects for Current Year City Manager Saunders proposed that the City concentrate on three storm water projects, as follows: 1) The west dead-end section of Lakeshore Drive. This area has a flood problem during heavy rains. 2) Downtown Montrose Street area with the idea of using a centralized water retention azea that the downtown district could tie into for needed expansions. 3) The streets draining north into Lake Minneola which could be intercepted by the old railroad right-of--way swale. City Manager Saunders stated that he would bring these items up at a Council Meeting for formal approval. CITYOF CLERMONT MINUTES WORKSHOP MEETING December 3, 1992 Page 2 Center Lake Meeting • The meeting that was held concerning Center Lake with representatives from the Lake Water Authority and the University of Florida aquatic plant center was discussed. Council Members Ivey and Norquist gave their input from the meeting which they also attended. After discussion, it was the consensus to obtain quotes for harvesting the lake followed by the introduction of more grass carp. Sewer Manhole Deterioration City Manager Saunders explained that several manholes have been discovered that have deteriorated rapidly and need either replacement or liners. He explained that he would list these manholes along with a cost estimate and bring it back to the Council for final approval. ADA Grievance Procedure The ADA Grievance procedure was discussed. Each Council Member was given a copy of a proposed procedure. After discussion, it was the consensus to eliminate the section pertaining to a separate committee and that any disputes not resolved by the City Manager be referred directly to the City Council. Council Member Norquist stated that he was aware of a spokesperson for the ADA that would probably visit our facilities and offer suggestions for improvements. He stated that he would make the contact with this person for a possible visit. Marino Thomas Buildine Mayor Pool stated that Marino Thomas had asked that the Council consider purchasing his building located adjacent to the new Police Station. It was the consensus of the Council that since the City is providing adequate parking on site for the Police Station, that it would be in the best interest of the downtown area for this building to remain for future business use. Shouuing Center Water Line Improvements City Manager Saunders discussed the water line improvements that the Shopping Center developer. will have to install on Pitt Street, Grand Highway and Highway 50. He explained that these lines can be 8" in diameter to meet the developer's needs, however, it is recommended that the section on Pitt Street and the section on Highway 50 be increased to a 12" line with the City paying the difference in material cost between the 8" and 12" line. This would allow for future development to be connected to these lines.
