WORKSHOP MEETING
November 5, 1992
A Workshop Meeting of the City Council of the City of Clermont was held Thursday,
November 5, 1992 in the Council Chambers. The meeting was called to order by
Mayor Pool at 7:00 p.m. with the following Council Members in attendance: Council
Member Ivey, and Council Member Norquist. Also present were City Manager
Saunders, Finance Director Van Zile, and Bob Smith, Allied Insurance.
EMPLOYEE HEALTH INSURANCE COVERAGE
City Manager Saunders explained to Council that a complete review of the insurance
coverage for employees had just been completed and there are recommendations for
changes in our plan. He asked Finance Director Van Zile and Mr. Bob Smith of
Allied Insurance to explain the changes.
A hand-out itemizing all the changes were given to each City Council Member. Mr.
Van Zile started by explaining the proposed change in administrators. Following
discussion, it was the consensus that we should change for the upcoming year.
Mr. Van Zile and Mr. Smith continued by explaining the proposed changes for the
coverages. Council was in agreement with all the changes listed in the hand-out.
City Manager Saunders stated that we are aself-insured fund and we must keep our
rates at a level that will provide at least abreak-even for the fund. He explained that
we now have a deficit of approximately $5,000 in the fund and that we are proposing
a 5 % increase in the rates to begin January 1. He further explained that we included
a contingency of 10 % in this year's budget for an anticipated increase. The effect on
the budget as well as the individual employees was discussed.
Council Members proposed no changes to what was presented. City Manager
Saunders explained that this would be on the City Council Agenda for approval.
Finance Director Van Zile and Mr. Bob Smith left the meeting at 8:00 p.m
LAKE COUNTY TIPPING FEES
City Manager Saunders reviewed the current situation regarding Lake County tipping
fees. He explained that we have received a letter from the County requesting that we
commence paying 100% of the fees with the October billing since they now have
'assessed the unincorporated areas. He further explained that there are dollars included
in the tipping fees for the county recycling program and the operation of transfer
stations which are of no benefit to the cities.
He recommended that we withhold these amounts from the tipping fees rather than
allow the County to collect the full tipping fee and refund the City at a later date as
they propose. He stated that this will be on the next City Council Agenda for formal
action.

JENKINS AUDITORIUM RENTAL REGULATIONS
City Manager Saunders discussed the use of alcoholic beverages at Jenkins
Auditorium. After considerable discussion he recommended that alcoholic beverages
be limited to beer, wine and punch and that no open bars be allowed for any events.
He also recommended that the additional deposit when alcohol is to be served be
increased from $200 to $350 which will make the total deposit $500.
CENTER LAKE WEED CONTROL
City Manager Saunders informed the Council that Mr. Will Davis is scheduling a
meeting with representatives from the aquatic division of the University of Florida to
discuss Center Lake and the meeting will be held next week.
LAKE APOPKA NATURAL GAS WORKSHOP ON ALTERNATIVE FUELS
City Manager Saunders updated the Council on the meeting held earlier regarding the
use of compressed natural gas for City vehicles.
