MINUTES
WORKSHOP MEETING
October 20, 1992
A Workshop Meeting of the City Council of the City of Clermont was held Tuesday,
October 20, 1992 in the Council Chambers. The meeting was called to order by
Mayor Pool at 7:00 p.m. with the following Council Members in attendance: Mayor
Pro Tem Turville, Council Member Ivey, and Council Member Norquist. Also
present was City Manager Saunders.
Jenkins Auditorium Rental Regulations
City Manager Saunders informed the Council that the Chamber of Commerce has
recommended that the regulations for the Auditorium use be changed to not allow the
use of alcohol in the building. After discussion, he stated that this would be placed on
the next Council agenda for formal action.
1920's En ineering Maps
City Manager Saunders displayed for the Council some early 1900 maps that have
been sent to the City from an engineer in Atlanta who acquired the maps from an
engineering company who had done water line and storm water projects for the City
in the 1920's. If the City is interested in the maps, they can be purchased for $600.
He stated that City Engineer Springstead had indicated that the maps were detailed
enough to be of some help when the storm water master plan is done.
It was the consensus of the Council to try to acquire the maps from the engineer at a
lower cost. City Manager Saunders stated he would report back to the Council of his
results at a later date.
Purchase of Police Dept. Equipment with Confiscated Drug MoneX
City Manager Saunders informed the Council that there is approximately $1,300 in
confiscated drug related money that has been released to the City. This money can be
used only for drug related investigations or equipment for the Police Department. He
stated that there was at this time a need for some portable radios that would be on a
different channel from the Police band due to the many people who have police
scanners.
It was the consensus that we include this money in our budget for this type of
equipment.
Kehlor Park Buildin„~ Windows
City Manager Saunders informed the Council that one of the windows units at the
Kehlor Park Building is in need of replacement. The building has two window units
for cooling of the building only. The second unit is also very old and will probably
not last much longer.
The Council discussed central air for the building, but decided it was more cost
effective to replace the two units or replace the two units with one large unit that

would handle the building. City Manager Saunders told the Council that he would
compare the alternatives.
Jenkins Auditorium Conflicts in Use
A conflict regarding the South Lake Council for the Arts play which will be produced
in March was discussed. The Square Dancers who have utilized the building for
many years have already scheduled a large dance for that week and do not want to
give up that Tuesday night. City Manager Saunders indicated that the problem was
the moving of the sets since they will all be constructed that week for dress rehearsals
and performances later that week.
It was decided that the Chamber work out some way for the Square Dancers to be in
the building and directed City Manager Saunders to work with the Square Dancers so
they could utilize the building that week.
Lake County Tipping Fees
City Manager Saunders gave an update to Council on the tipping fees to be charged by
Lake County. He stated that he received a copy of the ordinance which indicated the
new tipping fee to be $62.35 per ton. He felt there was still a problem with the fee
since it includes funding for the County recycling program and transfer stations which
do not benefit the City.
He also told the Council that he is continuing his discussions with Sumter County
regarding the possibility of the City disposing solid waste at the Sumter County
facility.
Construction Projects
City Manager Saunders reviewed with the Council three projects he would like to
proceed with as soon as possible, including water line replacement at Shady Nook
Lane and 4th Street and Ryan Street. He explained that the 4th & Ryan Street project
is not included in the Budget, but he would like to replace the Grand Highway project
which was included in the Budget with the 4th and Ryan Street project. It was the
consensus of the Council to proceed with these projects.
Also, the third project is the construction of Bloxam Avenue from Pitt Street to Grand
Highway which will be funded by Lake County road impact fees. City Manager
Saunders told the Council that this will be on the next Council Agenda for formal
approval.
City Manager Saunders stated that in conjunction with the Bloxam Avenue project he
would like to contact the Florida Department of Transportation regarding the
possibility of the City utilizing the DOT water retention area on Pitt Street for this
project.

Planning Director Harker entered the meeting at this time.
100 Year Flood Plain
•
City Manager Saunders discussed the issue of the utilization of the 100 year flood
plain for storm water retention. He stated that we need to have a clarification of the
Comprehensive Plan in regard to the utilization of the 100 year Flood Plain for storm
water retention. Designation of these areas as conservation areas in the
Comprehensive Plan was also discussed.
After discussion, City Manager Saunders indicated that he would contact DCA for a
clarification of their flood plain and conservation area criteria.
Floor Area Ratios in Comprehensive Plan
Floor area ratios as it relates to the Comprehensive Plan was discussed. After
discussion, it was decided to contact several other cities to find out their percentage
and also compute the floor area ratio on several other existing buildings in town
including the Baird Building, the Lee Building, and the Thompson Building.
