09-24-1992 Workshop Meeting® • CITY OF CLERMONT MINUTES WORKSHOP MEETING September 24, 1992 A Workshop Meeting of the City Council of the City of Clermont was held Thursday, September 24, 1992 in the Council Chambers. The meeting was called to order by Mayor Pool at 6:30 p.m. with the following Council Members in attendance: Mayor Pro Tem Turville, Council Member Ivey, Council Member Norquist, and Council Member Cole. Also present were City Manager Saunders, City Engineer John Springstead, Attorney Baird and Dale Ladd. CITY OF CLERMONT'S OBJECTION TO LAKE UTILITY CERTIFICATION City Manager Saunders explained to Council that he asked Mr. Dale Ladd to attend the meeting to discuss the possibility of the City extending water service to his developments south of Clermont in the Bronson and Hull Road area. There was much discussion concerning the pending decision by the Public Service Commission for a utility franchise area which would include Mr. Ladd's property. City Engineer Springstead and City Manager Saunders explained to the Council the two options for serving the azea which include extending a water main from the current City limits or building astand-alone system in the area of the development. City Manager Saunders expressed concerns about the City's ability to expand to other service azeas with the PSC decision pending. City Attorney Baird stated that he felt that a major lawsuit would be imminent if the City attempted to expand into the franchised area. After considerable discussion it was the consensus of the Council that the City should concentrate expansion efforts to the east of Highway 27. Mr. Dale Ladd left the meeting at approximately 7:15. City Manager Saunders then informed the Council that he has had meetings with a developer who is proposing a development called Johns Lake Estates which is located south of Highway 50 at the south end of Hartle Road. City Engineer Springstead presented technical details regarding a proposed well system in this azea. He and City Manager Saunders pointed out the possibility of extending this well to serve the EDB contaminated wells along Johns Lake Road and explained this development would provide Clermont with a starting point for a major water distribution system south of Highway 50 and east of Highway 27. The Workshop adjourned at 7:30 in order to commence the Special Council Meeting. The Workshop reconvened at 8:05 following the Special Meeting. Discussion continued regarding the Johns Lake Estates water system. After discussion it was the consensus of the Council that the staff proceed with negotiations with the developer of Johns Lake Estate for the City to provide water and that a draft agreement be prepared and presented to the Council for consideration. CITYOF CLERMONT MINUTES WORKSHOP MEETING September 24, 1992 Page 2 STORM WATER PLAN • City Manager Saunders informed the Council that he has developed a scope of services and required advertisement for consultants to prepare a master storm water plan for the City. He asked the Council to consider an alternative at this time to the City-wide water plan. He explained that to do a City-wide master plan at this time would mean it would be two years before any projects could be accomplished due to the time-frame needed to do a master plan and the time needed to generate additional funds for construction. He suggested that prior to doing aCity-wide plan that they consider choosing three or four problem areas that are known to exist within the City and do an actual project which could be accomplished in the next fiscal year. He explained that the storm water fees are to be used to address two problems: one being the protection of lakes, and the the second is the elimination of flooding and drainage problems that exist. It was the consensus of the Council that this would be a better approach. City Manager Saunders suggested that the staff compile a list of three or four possible projects and present them to the Council for a decision on which area to initially concentrate on. REQUEST BY OHM. INC. TO SELL CITY'S MOHAWK ROAD PROPERTY City Manager Saunders informed the Council that OHM, Inc. located on Mohawk Road has asked if the City would be interested in selling all or a portion of a parcel located directly south of their property. It was discussed that the City may still have a need for that site in the future which was purchased for a flow equalizing facility which would be needed to provide sewer service in that general location in the event a new plant is not constructed to the east. Two alternatives were discussed that could possibly help OHM which included a short-term lease of the property to OHM or a possible land swap if OHM could find another acceptable site to the City that would meet the needs. City Manager Saunders informed Council that he would contact OHM and try to help them with their problem. POSSIBLE SEWER SERVICE TO THE NEW HIGH SCHOOL City Manager Saunders told the Council that he was contacted recently by the Lake County School Board. They stated they were experiencing problems with acquiring sewer service from the City of Groveland for the new High School and wanted to know if Clermont was interested in providing that service to the school. He informed the school of the City's original position which was that Groveland should provide the services if possible, but that Clermont would work with the school in the event that Groveland was unable to provide the needed service. r~ CITYOF CLERMONT MINUTES WORKSHOP MEETING September 24, 1992 Page 3 Attest: The Council instructed City Manager Saunders to contact the City of Groveland to find out the details regarding the problems that the School Board says they are experiencing.
