MINUTES
WORKSHOP MEETING
July 16, 1992
A Workshop Meeting of the City Council of the City of Clermont was held Thursday,
July 16, 1992 in the City Hall Conference Room. The meeting was called to order by
Mayor Pool at 6:00 p.m. with the following Council Members in attendance: Mayor
Pro Tem Turville, Council Member Norquist, Council Member Cole, and Council
Member Ivey. Also present was City Manager Saunders and Finance Director Van
Zile.
CLERMONT AERIAL PHOTOGRAPH
City Manager Saunders explained to the Council that one quote had been received for
a new aerial photograph of the City limits. He explained the options available for the
photographs and the associated prices and informed Council that he has requested an
additional quote from another company. Council Member Turville suggested that Mr.
Saunders contact the Map and Globe Store. City Manager Saunders stated he would
bring these quotes back as soon as he receives them.
INTERNAL LAKE CLEAN-UP
City Manager Saunders explained that Mr. Will Davis with the Water Authority
recommended a combination of harvesting and chemical treatment on the internal
lakes. There was considerable discussion, but no consensus as to what direction to
take at this time. City Manager Saunders indicated he would ask Mr. Davis to
address the Council regarding the matter.
BOARDWALK AT PALATLAKAHA RECREATION AREA
City Manager Saunders discussed the possibility of placing a top rail along the newly
constructed Boardwalk at Palatlakaha Recreation Area. He stated that it could be done
with City crews with a material cost of approximately $760. It was the consensus that
we should proceed.
SPRAYFIELD
An update of the hay crop at the sprayfield was given by City Manager Saunders. He
indicated that the hay crop was left in poor condition from the previous lease holder
and the City is attempting to re-establish the crop and field. He felt it was necessary
at this time to provide maintenance of the crop.
It was the consensus of the Council to advertise for maintenance of the hay crop.
RE-LIGHTING OF THE SOFTBALL FIELD AT WEST PARK
City Manager Saunders reminded the Council that earlier this year they had
established the re-lighting of the softball field at West Park a priority. The most
economical method to light the field would be to purchase the lighting materials

directly from the manufacturer. Musco Lighting now has a system that can be
installed with City crews utilizing metal poles with concrete bases.
It was the consensus to place this on the agenda for consideration.
NEW POLICE DEPARTMENT BUILDING
Mr. Tom Rappe entered the meeting at 7:00 p.m. and presented the Council with
several renderings of the proposed Police Station and discussed the color scheme for
the building and the roof. After discussion it was the consensus to wait until the bids
were received and a decision was made regarding the type of roof structure before the
renderings are completed.
CURBING AT MEXICAN RESTAURANT
City Manager Saunders discussed the curbing at the intersection of 7th Street and
Highway 50 at the new Mexican Restaurant. He stated that asphalt curbing could be
placed in the area of the drive that is to be closed, or remove the concrete valley
curbing and replace it with concrete.
It was the consensus of Council that the concrete structure would be best.
1993 BUDGET DISCUSSION
EMPLOYEE POSITIONS, SALARIES, AND BENEFITS
After considerable discussion it was the consensus that the proposed budget include a
3 % cost of living increase for all employees, that the merit pay range be from zero to
4 %, that employees who have reached the top of their salary scale that have not been
eligible for merit increases in the past due to topping out in their scale will be eligible
for a lump sum merit based on performance. It was also the consensus to eliminate
the longevity pay that was included in prior year budgets.
New positions were discussed with the consensus that the only new position would be
in the Public Works Department for a Service Worker III in the shop. This person
would be mainly performing preventive maintenance on the fleet.
Also to be included in the proposed budget was a 10% potential increase in
contribution for Group Health Insurance.
CLASSIFICATION AND COMPENSATION STUDY
The need for a Classification and Compensation study which would include job
descriptions with requirements meeting the Americans with Disabilities Act was
discussed. Finance Director Van Zile stated he had talked with one firm who
provided a quote of $4,500 for this- study.

It was the consensus that this study should be done as soon as possible in the current
year's budget and we should strive to receive competitive quotes as soon as possible.
CAPITAL OUTLAY REQUEST
Each Council Member was given a copy of the Capital Outlay Request for each
Department. No changes were made to the proposed Capital Outlay for City Manager
and Planning Department. Questions were made regarding the request for two
typewriters and the computer upgrade in the Police Department Capital Outlay
Request. City Manager Saunders stated he would get more information regarding this
request and discuss it at the next workshop.
The Fire Department Capital Outlay was discussed briefly and it was requested that
Fire Chief Bishop attend a workshop to discuss his request. Council Member Ivey
asked if the portable radios to be replaced by the Police Department could be used in
the Fire Department rather than purchase new ones.
No changes were made to the Public Works proposed Capital Outlay Request.
Meeting adjourned at 9:25 p.m.
