06-23-1992 Regular Meeting• ~ CITYOF CLERMONT MINUTES REGULAR COUNCIL MEETING JUNE 23, 1992 A Regular Meeting of the City Council of the City of Clermont was held Tuesday, June 23, 1992 in the Council Chambers. The meeting was called to order at 7:30 p.m. by Mayor Pool with the following Council Members present: Council Member Turville, Council Member Cole, Council Member Norquist, and Council Member Ivey. Other City Officials present were City Manager Saunders, City Attorney Baird, and Deputy City Clerk Whitlock. INVOCATION The Invocation was offered by Council Member Ivey followed by the repeating of The Pledge of Allegiance to the Flag by all present. MINUTES r The minutes of the Regular Meeting held June 9, 1992 and Workshop Meetings held May 21 and June 2, 1992 were approved as presented. CITY MANAGER SAUNDERS' REPORT Fire Department Drill City Manager Saunders informed the Council that Chief Bishop had told him the property owner of a substandard house on the corner of 4th and Montrose had requested the Fire Department consider burning it for fire drill practice. Chief Bishop felt the home could be burned without endangering surrounding properties and would be an excellent training exercise. The owner would like the City to clean up the property after the burn. Council members agreed that the house fire drill is an excellent training exercise but the Owner should clean the lot after the burn. Clermont Volunteer Fire Fighters Association Fund Drive City Manager Saunders stated that the Volunteer Fire Fighters Association has been approached about a fund raiser by a private photography company. They would send a direct mailing to Clermont residents signed by Chief Bishop asking for a donation to the Volunteer Fire Fighters Association, and any donation of $20 or more per family would entitle them to a free portrait. Council members were unaware of any needed equipment and asked that Chief Bishop come to a Workshop meeting or be placed on the agenda of a regular meeting to discuss the need for the fund raiser. . ~ • CITYOF CLERMONT MINUTES REGULAR COUNCIL MEETING JUNE 23, 1992 PAGE 2 Council Member Ivey requested that the newly designed patch be designated as the Volunteer Fire Department's official insignia in an upcoming meeting. Board Workshop City Manager Saunders stated that because of vacation plans the next workshop meeting will be held during mid-July. MAYOR POOL'S REPORT Mayor Pool commented that the requested rate increase by United Telephone had recently been rejected by the Public Service Commission. He thanked all those who wrote letters and was pleased that the Council passed a Resolution opposing the increase. VISITORS WITH BUSINESS Chamber of Commerce -Purchase of Ad for Visitor's Guide Publication Mrs. Wayte, Executive Director of the Clermont Chamber of Commerce stated the Chamber is having a Visitor's Guide publication printed that is given to prospective residents and businesses from September, 1992 to September, 1993. She requested the Council consider a full page ad with a welcome from the City Council and a mention that Clermont has been designated a "Tree City USA" . Council members agreed that the City Hall address and phone numbers should be included, but were uncomfortable buying advertising and felt that the City presently supported the Chamber in many ways. 92-093 After further discussion, a motion was made by Council Member Turville, seconded by Council Member Norquist and unanimously carried that the City not participate in the Chamber Visitor's Guide publication his ear. Chamber of Commerce -Request to Use Jaycee Beach for Labor Day Celebration Mr. Ron Becker Jr., Chairman of the Labor Day Festival requested the use of the same area at Jaycee Beach that was used for the festival in 1991. He stated that the they are planning a 3-day event which was done for the first time in 1991, and went very well. A truck has been provided by Bob Wade Ford which will be raffled, and a beer garden is planned for Monday with anon-alcoholic beer from Sharps, who will be a major sponsor. The biggest problem experienced in 1991 was traffic control and he requested that they be allowed to close the streets in the area with barricades, if • CITY OF CLERMONT MINUTES • REGULAR COUNCIL MEETING JUNE 23, 1992 PAGE 3 conditions warrant. Council Member Ivey disagreed with plans to serve the non- alcoholic beer. 92-094 After further discussion, a motion was made by Council Member Turville. seconded by Council Member Cole. and carried four to one with Council Member Ivev voting nav to allocate Jaycee Beach to the Chamber of Commerce for the Labor Day Weekend and allow the use off' barricades on the streets if tra~`ic control is needed. South Lake Development Council -Request to for Partnership Support Mr. Ray Gilley, President of the South Lake Development Council stated they are printing a publication that will be used as a marketing brochure to attract new business to South Lake County. It will be distributed by the Metro Orlando Economic Development Council and by direct mail to businesses in and out of Florida. The requested support would help to pay the publication costs of the marketing brochure. The cover would list that the publication was produced in partnership with the City. Council Member Turville stated that this request could be considered in perspective during the budget process. Mr. Gilley stated they are going to print very soon and the covers will be printed fora 3-4 year supply. 92-095 After discussion, a motion was made by Council Member Cole and seconded by Council Member Norquist to contribute $250 to the South Lake Development Council for marketing brochure publication costs. 92-096 After further discussion, a motion was made by Council Member Ive seconded by Council Member Norquist and carried four to one with Council Member Turville voting nay to amend the motion to contribute $S00 to the South Lake Development Council for marketing brochure publication costs. 92-097 A motion was made by Council Member Cole seconded by Council Member Norquist and carried unanimously to approve a budget amendment from reserves in the amount of $S00 regarding the contribution to the South Lake Development Council. YMCA -Request for Renewal of Lease at 633 W. Desoto Mr. Jake Lasley, Branch Director of the South Lake County YMCA requested renewal of the building lease at 633 W. Desoto Street. He stated a day care service was initiated a few months ago and participation has increased 50 percent from last year at this time. They would like to maintain the present facility budget. 92-098 A motion was made by Council Member Nor~uist. seconded by Council Member Turville. and carried unanimously to approve the renewal of the current lease (1 year at $101 per month with 3 additional option periods o~year each. OTHER BUSINESS Park System Recognition City Manager Saunders stated that the District 14 Little League voted unanimously to have the District Championship Game in Clermont which is distinguished recognition of the City's park system. Park Pals Award The Clermont Jr. Woman's Club ranked 4th in the nation in Community Improvement Projects by the Federation of Women's Clubs for the Park Pals Playground project.
