WORKSHOP MEETING
MARCH 3, 1992
A Workshop Meeting of the City Council of the City of Clermont was
held Tuesday, March 3, 1992, in the City Hall Conference Room. The
meeting was called to order at 7:00 p.m. by Mayor Pool with the
following Council Members in attendance: Mayor Pro Tem Turville,
Council Member Norquist, Council Member Cole and Council Member
Ivey. Also present were City Manager Saunders and Jim Strollo and
Tom Rappe of Strollo Architects, Inc.
STROLLO ARCHITECTS, INC. PRESENTATION
Mayor Pool asked Mr. Strollo to proceed with his presentation. Mr.
Strollo stated that they had requested to meet with the Council to
continue the discussion begun during last week's Regular Council
Meeting regarding the possibility of building a combination of City
Hall and the Police Department facility adjacent to Jenkins
Auditorium.
After considerable discussion and the reviewing of several sketches
of the proposed complex prepared by Mr. Strollo, it was the
consensus of the Council that it would be in the best interest of
the City to continue with the current plans for building the Police
Department building at the Seaver site. It was also discussed that
the City might look at the site adjacent to Jenkins Auditorium as
potential site for a future City Hall, which would place an anchor
on each end of Montrose Street. Mr. Strollo stated that they would
continue to look at the downtown area with this idea in mind.
At approximately 7:30 p.m. Council Member Ivey and Council Member
Cole left to attend another meeting.
Some discussion with Mr. Strollo continued and Mr. Rappe and he
left the meeting at 8:00 p.m.
FIRE DEPARTMENT - REQUEST TO BURN RANDALL HOUSE FOR TRAINING
City Manger Saunders then indicated to Council that Fire Chief
Bishop had requested permission to burn the old Randall on Desoto
Strut, which the City owns, as a drill for the Fire Department.
The Council Members discussed the possible problems considering the
adjoining properties and large tree adjacent to the house. Mr.
Saunders indicated that Fire Chief Bishop had investigated the site
and felt that it could be performed safely with no damage to the
tree.
No Council Members expressed any problems with the Fire Department
using the property for a drill.
GAS POWERED BOATS ON INTERNAL LARES
Council Member Turville then stated that two years ago the Council
had discussed the use of gas powered boats on internal lakes and
the possible damage that they would do to the lakes.
After considerable discussion regarding speed limits, as well as
the use of gasoline engines in general, it was the consensus that
the major problems on internal lakes could be controlled by
limiting the horse power of any boats that would be allowed in the

lakes. The City Council directed City Manager Saunders to talk
with City Attorney Baird and put together a draft ordinance for a
future workshop.
BAILEY PROPERTY LOCATED ADJACENT TO OARHILL CEMETERY
Mr Turville then explained that he had been approached by one of
the local funeral directors requesting the information concerning
the amount of spaces at the city cemetery. After considerable
discussion, City Manager Saunders indicated to the Council that
during the process of looking for an alternate fire station site,
he had come across property owned by Cliff Bailey, which is
approximately five acres, and joins the cemetery property to the
southeast.
After discussion of the benefits of this property, the Council
directed City Manager Saunders to secure an appraisal on the
property. Mr. Saunders asked the Council if there was any problem
with using John Rocker for the appraisal, since he has consistently
given the low quoted price in the past and can usually perform the
appraisal within a matter of a few days. The Council did not have
a problem with the City Manager proceeding in this manner since the
cost of the appraisal would be nominal.
WATER FOWL PROBLEMS - CENTER LAKE
The next item brought to the attention of the Council by Council
Member Turville was the problem with some of the water fowl at
Center Lake. He stated that he had talked with Sterling Frey
regarding the two swans that were recently removed from the lake.
City Manager Saunders stated that he would talk with Mr. Frey about
alternatives to deal with this type of problem in the future.
PIIBLIC HEARING - IITILITY SERVICE DISTRICT
City Manager Saunders then explained to the Council that under the
Florida Statutes, the City is required, if requested, to hold a
Public Hearing regarding the ordinance adopting a Utility Service
District. Mr. Saunders then stated that such a hearing had been
requested, and if there were no objections, he would schedule the
Public Hearing at the end of the regular agenda items for the March
24, 1992 Council Meeting.
It was the consensus of Council to proceed in this manner.
At this time, Council Member Ivey returned to the meeting.
NITRATE LEVELS
City Manager Saunders gave each Council Member a copy of a chart
showing the nitrate levels at the monitoring wells, private wells
and sewage treatment plant for the past three months.
Mr. Saunders explained that the tests were conducted under the new
guidelines agreed to by the Department of Environmental Regulation
for the monitoring of the sprayfield as a result of the complaints
filed by Mrs. Phillips. Mr. Saunders then stated that Wells #3 and

#18 gave consistently high readings, and in a discussion with City
Engineer Springstead, he had suggested that the City put down three
additional monitoring wells in strategic locations as a first step
in trying to locate a problem existing in the soil.
After considerable discussion, the Council agreed that the City
should continue on in an effort to pinpoint the problem and agreed
to proceed with City Engineer Springstead's recommendation to dig
the three additional monitoring wells.
BANYAN CONSTRUCTION PROPERTY
City Manager Saunders then brought to the attention of the Council
that the property owned by Banyan Construction, which is adjacent
to the present Police Station, had been offered for sale to the
City.
After considerable discussion, it was the consensus of Council that
there was not an immediate need for the property and the City
should concentrate its efforts in other areas at this time.
SUN BANK - SUBMISSION OF REVISED PLANS FROM ORIGINAL CUP REQUEST
City Manger Saunders then indicated to the Council that Sun Bank
had changed their site plans from the original Conditional Use
Permit request, which was a combined development with Mr. Tom
Dougherty. They are now in the process of revising the plans which
will still utilize Hill Street for their traffic.
Council Member Turville asked that the City Manager speak with Sun
Bank Officials regarding their responsibilities for or possible
help with improvements to Hill Street.
HIGHWAY 27 BY CITRUS TOWER - OBSTRUCTION OF VISION BY TRIICRS PARKED
ON SHOULDER OF HIGHWAY
Council Member Ivey stated that he was still very concerned about
the situation on Highway 27 by the Citrus Tower. Large trucks or
RV's park on the shoulder of the road, which obstructs the vision
for traffic leaving Grand Highway. City Manager Saunders stated
that he had previously spoken to the Department of Transportation
(DOT) regarding placing ~~No Parking~~ signs in the area, but that he
would contact them again to stress the importance of the signs to
prevent possible accidents.
PROPOSED PROJECTS - COUNTY FIVE YEAR PLAN FOR IITILIZATION OF ROAD
IMPACT FEE DOLLARS
City Manager Saunders then reviewed with the Council the proposed
projects to be included on the Five Year Plan with the County for
the utilization of road impact fee dollars.
He explained that the first project within the city limits on the
list is the construction of Bloxham Avenue from Pitt Street to
Grand Highway. He then stated that if there were no objections,
this project would remain as the number one priority within the
City. The next project on the list was the construction of Jack's

There being no further business or discussion, the meeting
adjourned at 10:00 p.m.
