WORKSHOP MEETING
OCTOBER 17, 1991
A Workshop Meeting of the City Council of the City of Clermont was
held Thursday, October 17, 1991 in the City Hall Conference Room.
The meeting was called to order at 6:00 p.m. by Mayor Pool with the
following Council Members in attendance: Mayor Pro Tem Turville,
Council Member Cole, Council Member Norquist and Council Member
Dupee. Other City Officials present were City Manager Saunders,
City Attorney Baird, City Engineer Springstead and Public Services
Director Davis.
WATERLINE EXTENSION FEASIBILITY STUDY
City Manager Saunders explained that the feasibility study for the
expansion of the city's water distribution system to serve an area
south of the present city limits had been completed by Mr.
Springstead, and he was present to go over the four options that
were considered in the study and to make a recommendation.
Mr. Springstead reviewed the study with the Council and recommended
that the City consider Option #4 as the most feasible method of
expanding the water system.
After considerable discussion, it was the consensus of the Council
that the Staff should meet with the individual County Commission
Members to discuss the actions outlined in the report necessary by
the County and to meet with the developers who have indicated their
willingness to participate in the project.
Messrs. Springstead and Davis left the meeting at 7:55 p.m.
POLICE DEPARTMENT EXPANSION PROJECT
Mr. James Strollo, Architect for the Police Department expansion
project, appeared before Council to present his revised concept for
the Police Department expansion.
Mr. Strollo explained that after working for several weeks with the
expansion idea, it had become evident that the selective demolition
and rebuilding of the old structure would be extremely expensive
and it limits the design to the long narrow building as previously
shown to the Council. He further stated that he would like the
Council to consider a new stand alone building, which would be
located on the parcel where the Seaver House now stands. He
explained that he felt that the building could be designed more
efficiently and would be less expensive to construct than dealing
with an expansion of the old building.

EMERGENCY ORDINANCE
City Manager Saunders explained that he would be bringing an
emergency ordinance to the next Council Meeting. He continued by
stating that the new garbage rates were set to go into effect with
the next billing, however, since the County Commission has not
increased the tipping fee from $40/ton to $65/ton, as had been
stated, the emergency ordinance would delay the City's increase
until such time as the County adjusts the tipping fee.
INCINERATOR STIIDY
Each Council Member was given a copy of the study the County had
just received regarding the incinerator. It was explained that
there would be a meeting the following morning at 9:00 a.m. at the
County Commission Chambers to discuss the consultant's report on
the options available to the County Commission.
Mr. Saunders stated that he would report back to the Council the
results of the meeting.
FLIIORIDE IN CITY WATER
Mayor Pool stated that he had received calls concerning the
possibility of the City placing fluoride in the water and that the
City could solicit citizen input regarding fluoride, either through
questions on the water bills or a questionnaire on the next
newsletter.
There being no further business or discussion, the meeting
adjourned at 9:10 p.m.
