WORKSHOP MEETING
OCTOBER 2, 1991
A Workshop Meeting of the City Council of the City of Clermont was
held Wednesday, October 2, 1991 in the Council Chambers. The
meeting was called to order at 6:10 p.m. by Mayor Pool with the
following Council Members in attendance: Mayor Pro Tem Turville,
Council Member Dupee, Council Member Norquist and Council Member
Cole. Other City Officials present were City Manager Saunders,
City Engineer Springstead and Planning Director Harker.
Representatives from Polar, Bek and Baker were also present.
Mayor Pool then turned the meeting over to Ron Carlson of Polar,
Bek and Baker who explained the redesign of the site for the
proposed shopping center to be located at the northeast corner of
Grand Highway and Highway 50, behind Quincy's restaurant. He
explained that there would be certain areas which would need a
slope as steep as 1:1, but in those areas they were proposing to
install a geotechnical reinforcing system. He also stated that
they were looking into the possibility of installing a series of
retaining walls for a comparable cost.
Mr. Carlson displayed pictures illustrating the type of slope and
vegetation that would be used on it. He then introduced Mr. Ron
Hinson, the engineer for the project, who further explained the
site plan and the reinforcement of the slopes.
City Manager Saunders then explained to those present that the site
plan presented showed boundaries that do not include all of the
work that is to be accomplished on the site. He further explained
that it was imperative that the legal description of the property
and subsequent Conditional Use Permit include a boundary
description embracing all of the construction that is to take place
on the site, including water retention areas and slopes.
Mr. Carlson said that it would not be a problem to extend their
site boundaries to included their limits of construction. Mr.
Hinson further explained that there were basically two areas, which
he pointed out on the site plan, that would have the 1:1 slope,
which would level out to a 2:1 slope. He also explained that all
water retention areas would be built with a 3:1 slope or flatter.
Mr. Carlson then stated that there were two other matters they
would be requesting relief on from the City Council. One was for
the parking space area in front of the proposed K Mart to be
allowed to have spaces 9' x 18' as opposed to the 10' x 20'
required by the code. City Manager Saunders explained to the
Council and Mr. Carlson that since they are proposing angle spaces
with the 18' dimension, this would be acceptable. Mr. Springstead
agreed that the angled spaces would allow the 18'. However, City
Manager Saunders also explained to the Council that he would
recommend against the 9' wide spaces because the 10' width has been
in the code for a number of years and allows for people to open
their car doors without hitting the neighboring car.
Mr. Carlson then explained that they could meet the parking
requirement with the 10' spaces, but it was more important to them
to provide additional spaces, which would be provided from the
additional 1' on the individual spaces the City is requiring.

After much discussion, it was the consensus of Council that the 18'
length would be acceptable, but further discussion would be needed
on the 9' width request.
The third request explained by Mr. Carlson was that they would like
to be relieved of the requirement to place sidewalks on the site.
After discussion, it was felt that the sidewalk on Highway 50 could
possibly be eliminated, however, it was the consensus of Council
that the sidewalk on Grand Highway would be necessary.
A representative of Contech was present who explained a product
called "Tensar" which is being proposed for use on the slopes of
the site for stabilization. Slides were shown illustrating how the
product works, and photographs were passed around of a site where
the material had been installed and a certain type of long bladed
grass planted to prevent erosion.
It was explained that the Tensar system is really a three part
system; first stabilization strips are placed down as lifts of soil
are placed in, a second layer drapes down over the slope on which
the sod is placed and then third a mesh is placed over the sod to
hold it in place.
Mr. Tom Bechtel, a Geotechnic Consultant for the project, was
present and stated that this would be an acceptable method to
prevent erosion of the slopes.
The Council inquired if all slopes greater than 2:1 would be
reinforced and Mr. Carlson stated that they would use this method
or other methods to stabilize or reinforce any slopes greater than
2:1.
Mr. Carlson then stated the importance of getting an indication
from the Council on the three issues facing the project. He
explained they were on a tight time schedule and would like to move
as quickly as possible, but they needed some direction from the
Council.
After considerable discussion, it was the consensus of the majority
of the Council that the 18' spaces would be acceptable and that
they would consider the 9' width. Mr. Carlson then stated that the
9' or 10' width did not need to be decided today, and the project
could be built with the 10' spaces, but he would request
consideration of the 9' wide parking space. A majority of the
Council also indicated that the slopes, as explained with the
reinforcing materials, would be acceptable and that at a minimum,
the sidewalk on Grand Highway would be required. Additional
discussion would be needed concerning the Highway 50 sidewalk.
City Manager Saunders then explained that there were several
requirements on the existing Conditional Use Permit held by Bob
Wade that would need to be satisfied prior to or in conjunction
with the new Conditional Use Permit. The two main matters that
needed to be resolved were an outstanding bill for $2,465 for
inspection costs due to the City and reforestation of twenty (20)
trees per acre required by the original CUP.
Mr. Turville thanked Mr. Carlson for moving the project out of the

flood plain area and stated that his main concern at this time was
the traffic situation which will come with the development. It was
explained that a traffic engineer will be hired to present a
traffic study to the City. It was also pointed out on the site
plan that Grand Highway would be widened for turn lanes and x-cel
and decel lanes.
There being no further discussion, the meeting adjourned at 9:20
p.m.
