WORKSHOP MEETING
JULY 18, 1991
A Workshop Meeting of the City Council of the City of Clermont was
held Thursday, July 18, 1991, in the City Hall Conference Room.
The meeting was called to order at 6:15 p.m. by Mayor Pool with the
following Council Members in attendance: Mayor Pro Tem Turville,
Council Member Cole, Council Member Norquist and Council Member
Rupee. Other City Officials present were City Manager Saunders and
Finance Director Van Zile. Joan Woods of the "Leesburg Daily
Commercial" was also present.
COMPREHENSIVE PLAN - DEPARTMENT OF COMMUNITY AFFAIRS MEETING UPDATE
City Manager Saunders updated the Council on Tuesday's Meeting with
the Department of Community Affairs in Tallahassee concerning the
City's Comprehensive Plan. The Council was informed that the issue
of the Conservation Area was still not settled, and that the City
Manager had been working with Planning Director Harker to develop
some appropriate language for the floodplain areas, as discussed at
a previous workshop.
After some further discussion, it was the consensus of Council to
continue discussion of the conservation and floodplain areas at the
next Workshop.
1991 FISCAL YEAR BUDGET
City Manager Saunders explained that the Department Heads had
worked very closely with Finance Director Van Zile and him to
submit budget requests including only necessary items.
PERSONNEL RELATED INCREASES
Each Council Member was given a summary of personnel related
increases to the budget, which included the dollar figures for each
fund calculated based upon a 2$ cost of living adjustment in the
preliminary budget. Also included were merit increases of 0 - 30
range for Department Heads as has been the custom in the past and
for longevity increases.
After considerable discussion, it was the consensus of Council to
leave the proposed figures in the budget at this time.
POLICE DEPARTMENT SALARIES
The next item discussed was the Police Department salaries. It was
reported that the starting salary for officers was approximately
$2,000 less than the average starting salary in other parts of
Central Florida and Lake County. The City Council agreed that the
City should adjust the starting salary for Police Officers.
After considerable discussion concerning other possible adjustments
for existing officers that would be affected by the increase in the
base pay, it was the consensus of the Council that Finance Director
Van Zile and the City Manager should present to the Council at the
next Budget Workshop options with associated dollar impacts on the
proposed budget.

CAPITAL OUTLAY REQUESTS
Each Council was then given a copy of the summary of Capital Outlay
requests for all departments. After review of the items requested
by the Department Heads and those items subsequently included in
the budget by the City Manager; the only revision suggested by the
Council was a decrease in the amount for the Jaycee Beach sand
project from $10,000 to $5,000 in anticipation that there will be
some volunteers to help with the project.
FIRE PAY STATUS
The next item discussed was fire pay. City Manager Saunders
reminded the Council that this issue was discussed last year and no
adjustments were made. The City Manager indicated that currently
the volunteers are being paid $15 per drill and $7 per fire call.
It was reported that the County, including the South Lake Fire
District, pay their volunteers $10 per fire call and nothing for
drills.
After considerable discussion of the fire pay, it was the consensus
of Council to include in the preliminary budget $11 per fire call
for the volunteer firemen and to the leave the drill pay at $15.
There being no further discussion, the meeting adjourned at 8:50
p.m.
