SPECIAL COUNCIL MEETING
MAY 10, 1991
A Special Meeting of the City Council of the City of Clermont was
held Friday, May 10, 1991, in the Council Chambers. The meeting
was called to order at 4:00 p.m. by Mayor Pro Tem Turville with the
following Council Members present: Council Member Dupee and
Council Member Norquist. Mayor Pool and Council Member Cole were
absent. Also present were Finance Director Van Zile and Deputy
City Clerk Brandt.
FINAL READING OF ORDINANCE 271-C - IMPACT FEES
Mayor Pro Tem Turville read the ordinance by title only and called
for comments from those present.
Jack Sargent stated that he was concerned that if the ordinance was
not passed immediately, we would lose out on the Police and Fire
impact fee.
Mayor Pro Tem Turville explained that originally the purpose of the
meeting was to hold a public hearing and final adoption of
Ordinance 271-C due to the pending state legislation affecting
impact fees which would prohibit the City from adopting a Police
and Fire fee. However, it was further explained that this
legislation had failed to pass and there was now no need to rush
the passage of the ordinance.
Council Member Dupee and Council Member Norquist both expressed
their support of the ordinance stating that growth should pay for
itself. Council Member Norquist also stated that he wanted to go
on record in support of the impact fees and that he hoped the
County would take heed of the City's action and pass a similar
ordinance.
After some further discussion, it was the consensus of Council to
table the public hearing until the May 28, 1991 Regular Council
Meeting. The ordinance will be advertised again in order to allow
more people to attend and voice their opinion.
