03-20-1991 Workshop Meeting CITYOF CLERMONT MINUTES WORKSHOP MEETING MARCH 20, 1991 A Workshop Meeting of the City Council of the City of Clermont was held Wednesday, March 20, 1991 in the City Hall Conference Room. The meeting was called to order at 7:00 p.m. by Mayor Pool with the following Council Members in attendance:' Mayor Pro Tem Turville, Council Member Dupee, Council Member Cole and Council Member Norquist. Others present were City Manager Saunders and Lawson Wolfe, President of CBS Industries, Inc. DISSTON AVENUE PROJECT City Manager Saunders distributed a packet of information concerning the Disston Avenue project to those present. The packet included three suggested alternates for calculating the total assessment for the street. After review of the alternatives presented by Mr. Saunders and others presented by Mr. Wolfe, it was the consensus of Council that the assessment be calculated as follows: Total Cost of the Project - Prairie Const. Legal Springstead Engineering, Inc. Deduction for the difference between the allocation of the Disston Avenue portion of the job between the low bidder and one other bidder who stated that portion of the job could be done for $4,533 less that what was awarded to the low bidder Total adjusted cost of project $58,795 725 24,206 -4,533 $79, 193 It was further explained that based on the front footage, Mr. Wolfe would pay 49.46$ of the cost, but he would receive a $9,700 credit for the previously completed surveying and engineering work paid for by Mr. Wolfe. This leaves a balance of $29,468.86 to be assessed to Mr. Wolfe. Mr. Saunders stated that he did not agree with this assessment because the surveying and engineering work originally completed by Mr. Wolfe, were not duplicates of the work done by City Engineer Springstead and should not be credited to Mr. Wolfe. It was also explained that the Council must readvertise and go through the procedure again due to a required resolution not being publicized. Mr. Wolfe left the meeting at 8:30 p.m. WEED REMOVAL - SPARKLING WATER LAKE The next item discussed was that the contractor removing weeds in Center Lake has proposed to remove the weeds in Sparkling Water Lake. After a brief discussion, it was the consensus of Council to proceed with the project. City Manager Saunders stated that he would bring this matter before Council at the next regularly scheduled meeting for a budget amendment. ~ ~ CITYOF CLERMONT MINUTES WORKSHOP MEETING MARCH 20, 1991 PAGE -2- Council Member Dupee questioned if Sunset Lake should be included. After a brief discussion, it was the consensus of Council that the weeds were not a problem in the lake at this time. CENTER LAKE - WEEDS ABOVE THE AATERLINE Removal of the weeds located above the waterline of Center Lake was next discussed. City Manager Saunders suggested either herbiciding the area or cutting them with a weedeater. After discussion, it was the consensus of Council to do a test area with a herbicide and monitor it to see if there would be any effects from erosion. The remainder of the weeds will be cut. FEE INCREASES The next item discussed was the proposed increases in fees charged by the City's Planning and Zoning Department. City Manager Saunders explained that this item would be on the next agenda. PROPERTY PIIRCHASE Mayor Pool then stated that he would like the City to consider purchasing the Thomas property across from Bishop Field. He then requested that discussion of this matter be placed on an upcoming agenda for Council consideration. City Manager Saunders stated that he would do so. PRECINCT 15 - ELECTION SITE CHANGE It was reported that the City had received a request from Emogene Stegall, Supervisor of Elections, to move Precinct #15 from the Police Station Council Chambers to Jenkins Auditorium due to the increasing size of the precinct and the pending renovations to the Police Department building. The City Manager then asked if the Council wished to provide use of the auditorium to the County at no cost, and it was the consensus of Council to do so. AMERICAN FLAGS AND PATRIOTIC BANNERS It was then explained that there were some area businesses and individuals raising money to place American Flags and patriotic banners in various parts of town to welcome home the Persian Gulf troops and they planned to leave the flags and banners up through the Fourth of July.
