MINUTES
WORKSHOP MEETING
FEBRUARY 19, 1991
A Workshop Meeting of the City Council of the City of Clermont was
held on Tuesday, February 19, 1991 in the Council Chambers. The
meeting was called to order at 6:00 p.m. by Mayor Pool with the
following Council Members in attendance: Mayor Pro Tem Turville,
Council Member Cole and Council Member Norquist. Other City
Officials present were City Manager Saunders and Finance Director
Van Zile. Also present were Jim Stroll of Strollo Architects, Inc.
and Jack Sargent.
POLICE DEPARTMENT EBPANSION PROJECT
City Manager Saunders explained to the Council that Mr. Strollo was
in attendance to present an overview of the space needs analysis
and the conceptual plans for the Police Department expansion
project.
Mr. Strollo presented a synopsis of the methods used in determining
the space needs while referring to several charts he had prepared
and displayed for the presentation. Those present were given a
handout showing the square footages for the different departments
and the estimated cost.
Council Member Dupee arrived at approximately 6:10 p.m. and was
given a packet of information being discussed. Bob Smith and Terri
Coole also entered the meeting at this time. .
Mr. Strollo continued with his presentation/discussion of the space
needs analysis and the conceptual plans, and indicated an estimated
cost at this point of approximately $500,000 for the project.
City Manager Saunders explained that approximately $1.2 million was
budgeted in the Building Fund, which originally was earmarked for
three (3) projects; including the Police Department expansion, the
Public Works Department building and City Hall. Mr. Saunders
further explained that the Police Department's space needs analysis
showed that the City needs much more space than originally thought,
which raises the estimated cost of the project. He continued that
in light of this information, in all likelihood the estimated cost
for the expansion of the Public Works facility will be more than
the original budget set two years ago for that project, and it
could be concluded that very little money will be left in the
Building Fund for the City Hall project without obtaining funding
from some other source.
At this point in the discussion, Council Member Turville asked Mr.
Strollo if he had made a comparative analysis of building and long
term maintenance costs for a two story structure as opposed to the
one story building being proposed.
After considerable discussion, it was the consensus of Council that
Mr. Strollo prepare the requested comparative analysis and continue
with his conceptual plans for the building. He was directed to
produce elevations for the building to give the Council an idea of
what the outside of the structure might look like. City Manager
Saunders was directed to begin negotiations on a contract with Mr.
Strollo for the detailed design stage of the project.

At 7:30 p.m. a ten minute break in the meeting occurred. At
approximately 7:40 p.m. the meeting resumed with the Council
Members from the City of Minneola joining the meeting.
Mayor Pool had each Council Member from the respective cities
introduce themselves. Following the introductions, Mayor Pool
welcomed the City of Minneola Council and gave a short explanation
of the purpose of this meeting stating that it was felt there were
projects and services that could be combined between the two cities
that would be mutually beneficial.
Mayor Pool then introduced City Manager Saunders who explained that
Mayor Griffith of Minneola and he had discussed the possibility of
combining services between the two cities, the major one being
sewer service for the City of Minneola.
Mr. Saunders explained that the City of Clermont would be making
decisions in the near future on how to serve the newly annexed
eastern area of the City, and most likely a new sewage treatment
plant will be built to serve that area. Mr. Saunders further
stated that he believed service for the City of Minneola could be
included in those plans.
Considerable discussion ensued regarding such topics as billing,
construction costs, and operation and maintenance costs. Mr.
Saunders explained to those present that these types of questions
would have to be answered at a later date because the purpose of
tonight's meeting was to find if there was a consensus between the
two cities for the City of Clermont to provide sewer service to the
City of Minneola. Mr. Saunders continued by stating that this was
only the first step toward the possibility of the two cities
working together and construction and maintenance costs, etc. would
have to be researched and studied before any final arrangements
could be made.
After some further discussion, it was the consensus of the Councils
that additional information regarding grants, method of payments
and funding for a project that would include the City of Minneola
in the City of Clermont's future treatment plant expansion plans
be gathered. The Councils will meet again after the pertinent data
has been obtained.
Mayor Pool stated that he believed that it would be a very positive
step for the two communities to work together in this area, and it
might be mutually beneficial to work in other areas such as public
safety and garbage collection in the future.
The Minneola Council left the meeting at approximately 8:30 p.m.
The Clermont City Council then took a short recess and the meeting
resumed at 8:40 p.m.
Finance Director Van Zile, Bob Smith and City Manager Saunders then
reviewed with the Council the proposed City of Clermont revised
Personnel Policy. Each Council Member was given a copy of the

latest draft of the policy, including underlined changes. Each of
the proposed changes were reviewed with the Council. After review
of the changes, it was the consensus of Council that the only
change to the draft Personnel Policy be that the proposed triple
time pay on holidays be reduced to two and one-half time pay for
overtime on holidays.
Council Member Cole left the meeting at 9:50 p.m.
City Manager Saunders then explained that the City would like to
use decorative pavers for the eight foot wide area around the
concession building at the new park rather than pour concrete. Mr.
Saunders explained the cost difference and approximately $1,000
would be spent over and above the cost of concreting the area. The
cost difference between first and second quality pavers was also
explained. It was the consensus of Council that first quality
pavers should be used. City Manager Saunders stated that he would
like to get the project moving and final Council approval could be
given at a Council Meeting.
CIRCUS REQUEST
The next item discussed was a request from Joe Wiebush asking if
a small circus presenting a religious theme could be set up in the
parking lot of the Lutheran Church on Highway 50 for a one day
performance. Mr. Wiebush personally knows the owners/operators
of the circus. It was the consensus of Council that this would not
pose a difficulty and they had no problem with City Manager
Saunders giving Mr. Wiebush permission to hold the circus in the
parking lot for one day.
WILLOWS DRIVE STATUS
City Manager Saunders then reviewed with Council the status of
Willows Drive becoming a city street. Mr. Saunders stated that
some of the residents of the development, as well as Sun Bank had
approached the City with the possibility of taking over Willows
Drive as a city street. They had asked for a cost estimate to
bring the street up to city standards, which is a requirement prior
to the City taking over the street.
City Manager Saunders then asked the Council if the City should pay
the cost for the study. It was suggested that the City approach
Sun Bank to see if they would split the cost with the City for the
engineering study to arrive at an estimated cost for the project.
