MINUTES
WORKSHOP MEETING
JANUARY 15, 1991
A Workshop meeting of the City Council of the City of Clermont was
held Tuesday, January 15, 1991, in the City Hall Conference Room.
The meeting was called to order at 5:00 p.m. by Mayor Pool with the
following Council Members in attendance: Council Member Cole,
Council Member Norquist and Council Member Dupee. Mayor Pro Tem
Turville entered the meeting at 5:50 p.m. Other City Officials
present were City Manager Saunders, Finance Director Van Zile and
Planning Director Harker.
TRIATHLON EVENT
City Manager Saunders reported that he had been approached by an
individual other than CFT Sports to hold a new triathlon event at
Jaycee Beach. The proposed date for the event was approximately
two weeks after an event scheduled by Fred Sommer of CFT Sports.
After considerable discussion, it was the consensus of Council that
City Manager Saunders should contact the gentleman and inform him
that the City of Clermont is not interested in additional
triathlons for this year. However, it was indicated that the City
may be able to work with him in future years.
PROPOSED 1991 SIIMMER RECREATION PROGRAM
City Manager Saunders then outlined the proposed Summer Recreation
Program for 1991 outlining the activities planned by the Parks and
Recreation Board. It was the consensus of Council that the City
should proceed with the proposed summer program.
FIRE INSPECTIONS
It was explained that the City had been receiving numerous requests
for fire inspections which had previously been done by Bob Smythe.
The County has indicated that they are not willing to do the fire
inspections within the city limits. Mr. Saunders further explained
that Paul Anderson, who is a Volunteer Fireman with the City, has
the necessary certification for the inspections and has been
performing them on an interim basis.
After discussion, it was the consensus of Council that Mr. Anderson
should continue to provide this service for the community and be
compensated at the rate now being paid for Fire Drills, which is
$15 per drill.
City Manager Saunders stated that he would draft a Resolution for
Council consideration establishing a fee for fire inspections to
cover the costs involved.
RECYCLING BINS FOR ELEMENTARY SCHOOL
The next item discussed was the possibility of providing recycling
bins for the elementary school. It was explained that they were
trying to teach the students the importance of recycling. The
school plans to recycle paper. Mr. Saunders continued by stating
that the City would not pick up the paper, but the presence of the
bins in the classroom would carry over to the students' homes and
help in the promotion and overall participation in recycling.

It was the consensus of Council that the City could provide the
bins to the school at no cost. However, the bins would remain the
property of the City.
PIIRCHASE OF CITY PROPERTY
Council Member Dupee reported that she had been approached by Todd
Acton concerning the purchase of a twenty-four foot strip of
property adjacent to a parcel he would like to develop located on
the north end of Eighth Street. The strip is part of the property
the City purchased from CSX railroad.
After some discussion of the request, it was the consensus of the
City Council that they were not interested in selling the property.
COMPREHENSIVE PLAN ELEMENTS
CAPITAL IMPROVEMENT ELEMENT
Copies of the Financial Tables to be included in the Capital
Improvement Element were given each Council Member. These
indicated a five year projection of revenues and expenditures. It
was explained to Council that this was a very conservative
projection with a worst case scenario in many instances which was
based on estimated population changes. New positions added over
the five year period, as well as any ad valorem or rate changes
were also discussed.
Following this discussion, Finance Director Van Zile left the
meeting at 6:00 p.m.
TRAFFIC ELEMENT
The Traffic •Element was discussed at length. Each of the goals,
objectives and policies was reviewed and appropriate changes were
made.
INTERGOVERNMENTAL COORDINATION ELEMENT
The goals, objectives and policies of the Intergovernmental
Coordination Element were discussed in detail and appropriate
changes made.
LAKE COIINTY FIITIIRE LAND IISE MAP
The Council then discussed the latest draft of the Lake County
Future Land Use Map and indicated that a letter should be sent to
the Department of Community Affairs opposing the current map due
to its promotion of urban sprawl and its direct conflict with what
the City of Clermont has been trying to accomplish through its
future land use planning.

City Manager Saunders presented each Council Member with a copy of
the City's Future Land Use Map and it was discussed in detail with
appropriate changes made in each area as it related to the overlays

required by the DCA. The proposed UD-5 criteria amendment for the
existing Future Land Use Map were examined and no changes were
made.
Dates for future meetings were discussed and it was the consensus
of Council that the City Council Public Hearing Workshop for the
Comprehensive Plan be held on Wednesday, February 6, 1991, followed
by the submittal hearing on February 12, 1991.
There being no further discussion, the meeting adjourned at 8:40
p.m.
