COUNCIL WORKSHOP MEETING
NOVEMBER 1, 1990
A Workshop Meeting of the Clermont City Council was held Tuesday,
November 1, 1990 in the City Hall Conference Room. The meeting was
called to order at 6:30 p.m. by Mayor Pool with the following
Council Members in attendance: Mayor Pro Tem Turville, Council
Member Cole and Council Member Norquist. Absent: Council Member
Dupee. Other City Officials present were City Manager Saunders and
Planning Director Harker.
DONATION OF CEILING FANS FOR JENRINS AUDITORIUM
City Manager Saunders first discussed with the Council the
Groveland Squares offer to purchase ceiling fans and have them
installed in Jenkins Auditorium. After discussion, it was the
consensus of Council that only commercial-type fans should be
installed in the auditorium and if the Groveland Squares were
willing to do this, then the City should proceed with the project.
ADVERTISING SIGNS AT PALATLARAHA RECREATION AREA
The next item discussed with Council was the possibility of the
Little League Boosters placing advertising signs at the ball fields
in the Palatlakaha Recreation Area. After considerable discussion,
it was the consensus of Council that only one marquee sign,
possibly located on the building, be used to identify those
businesses donating in support of the Little League.
ELKS CLUB PARKING LOT
The third item discussed with Council was the continuing
maintenance problem at the Elks Club parking lot. It was suggested
that the next time the City has a major paving project, the Elks
Club be contacted and allow their paving project to be included
with the City's, which would enable them to obtain a better price
for repairs to their lot.

The closing of Carroll Street in front of the CBS building was also
discussed. This section of street is used for unloading of trucks
and by fork lifts and has been a continuous maintenance problem for
the City. Also discussed was the realignment of West Lake Drive,
which is necessary due to part of the street being off right-of-
way and part of CBS's retention area being located in the street
right-of-way. It was further explained that all of these items
would be coming before Council at the next regular meeting.
BID ITEM ERROR - PALATLARAHA RECREATION AREA
City Manager Saunders then explained that City Engineer Springstead
had indicated that his staff had made an error in the original bid

documents for the Palatlakaha Recreation Area. One of the line
items on the bid schedule was for required asphalt for the
driveways and parking lots. This is a line item figure and all
of the bidders used the square yardage shown on the line item for
a cost for this. Inadvertently, the Engineering Staff had figured
the area as square yards instead of cubic yards~of asphalt, and
therefore, there was an approximately $45,000 difference in the
amount of asphalt needed as compared to what was quoted. It was
further explained that even though there was an error in the
original line item, the City did get that amount of asphalt for the
project which was needed and should be paid for.
After considerable discussion, it was the consensus of the Council
that the City should proceed with the Change Order necessary to pay
for the additional asphalt.
ENTRANCE SIGN FOR THE PALATLARAHA RECREATION AREA
City Manager Saunders stated that the next item he would like to
discuss with Council was the main entrance sign for the new park.
After some discussion, it was the consensus of Council that the
same type of sign used in the other parks be used at the
Palatlakaha Recreation Area entrance.
CLERMONT FIRE DEPARTMENT
It was reported that Ed Ivey had been appointed Assistant Chief of
the Fire Department and as representative of the Fire Department
was requesting a pay increase for the Volunteer Firemen, as was
proposed in last year's budget.
After some discussion, it was the consensus of Council that the
City should look into this matter for the next fiscal year budget.
REHLOR PARR TENNIS COURTS
Mayor Pool then brought to the Council's attention a problem which
is occurring at the Kehlor Park Tennis Courts. Many non-residents
of Clermont use the courts, causing a problem for city residents
wishing to use them. After considerable discussion, it was the
consensus of Council that a sign be placed at the courts stating
that they were for the use of city residents and business owners
with unrestricted courts available at the high school.
RECREATION ELEMENT OF THE COMPREHENSIVE PLAN
Planning Director Harker gave each Council Member a draft copy of
the Recreation Element of the City's Comprehensive Plan. The
element was examined page by page with discussion of all the levels
of service, goals, objectives and policies occurring while proposed
changes were noted.
